Night City story


History
Night City was founded in May 1994, but its history predates that date by several years. Night City was the brainchild of Richard Night, a young partner at the construction firm Halsey, Ferris & Night, a company specializing in massive construction projects for corporations. With an excellent track record, the firm grew, and the three men soon became wealthy. However, in 1990, the business of working on projects primarily financed by corporations, such as office complexes and banks, began to decline, and Night left the firm to found his own development company, Night International.

The City of Dreams
Richard Night had a dream; a dream of creating the ideal city, a city of the future, so grand that all other cities built before or after would be compared to it. His design and vision were immense, as were the plans he drew up for Night International. The next step was to secure the exorbitant capital needed to finance the colossal project. Fortunately, history and the forces of a collapsing society worked in the astute entrepreneur's favor.

With the Collapse, many megacorporations were beginning to consider establishing their own urban areas: controlled zones, free of crime, poverty, and debt. The city councils would be run by the corporation, allowing for optimal land allocation and the absence of anti-business elements that might interfere with corporate growth. Night's plan was tailor-made for the corporations' objectives: it provided the design and construction capabilities they lacked, and the megacorporations provided the raw capital. In 1992, Arasaka, EBM, and Petrochem had all invested in Night. Now, Night needed a place to build.

Coronado City
From the beginning, Night had focused on California's central coast; it had potential as a seaport, rolling hills, and the intercontinental levmag Planetran was getting closer every day. As fate would have it, while Night was working on the Petrochem acquisition package, he discovered that this megacorporation owned the drilling rights and most of the land surrounding the moderately populated Del Coronado Bay region. A favorable purchase for $132 million secured the remaining parcels, and by 1993, Coronado City, Night's dream city, was under construction.

Night's plan called for dredging Del Coronado Bay, which was shallow, to accommodate cargo ships, while simultaneously extending the upper peninsula on which the old town stood with the bay's sediment. The existing town of Del Coronado, with a population of around 28,000, was to be integrated into a picturesque "Old Town," while a gigantic Corporate Plaza would become the new city center. The old suburbs would be blended with larger residential developments, implementing planned growth while preserving the neighborhood feel. The plan was, at the very least, ambitious, and its chances of success, slim. But Night had the best chance money can buy, thanks to the Corporations.

The fall of Night
Unfortunately, his story does not have a happy ending. During the construction of Coronado City, Night International employed several innovative building styles and techniques. This led to the exclusion of many established companies, including Halsey, Ferris & Skiv (Night's former partners, short of cash, had unwisely joined forces with a local Mafia figure who dominated the NorCal region). For the first four years of construction, Night faced daily threats against his life. A proud and self-assured man, he ignored them. When the threats escalated into sabotage and intimidation, he called upon his corporate allies, who dealt with the threats ruthlessly, but to a limited extent.

Finally, Night's luck ran out. On September 20, 1998, he was shot and killed in his penthouse suite in the newly built Parkview Tower. Night's killer was never caught. In the businessman's memory, the newly elected City Council officially renamed Coronado City Night City. Then the power struggle began.

The next seven years were chaotic, with powerful interests battling for control of the City. Corporations controlled the Civic Government and the Corporate Center; the Mafia controlled nearly all service-sector businesses. The City Police, forced to bow to the interests of the corporations and the Mafia, became utterly ineffective. During this time, gangs, supported by Mafia and corporate funding, established themselves in the old city's outskirts—the only area never included in Night's urban plan. The result is the infamous Combat Zone, where gangs are so deeply entrenched that the only way to drive them out would be to demolish the entire area.

The Mafia's Domain
In 2005, the Mafia reigned. Corporations had established their strongholds in the outlying "Beaver Cities" and their towering Corporate Plaza. They had little interest in governing the City, and citizen leaders were incapable of ruling without corporate masters pulling the strings and giving the institution its power.

The next four years were Night City's "barbaric age," with more murders in that four-year span than most cities typically experience in ten. The Mafia ruled the city with an iron fist, killing anything that crossed their path. Gang activity was at its peak: during this time, notorious gangs like the Bloody Blades and the Slaughterhouse made their debuts. Night City soon became the closest thing to hell on earth: a war zone where you were just as likely to have your car blown up as your car stereo stolen. The number of unsolved murders documented by the police reached into the thousands.

War against the Mafia
After four years of street warfare, the corporations finally decided they'd had enough. From 2009 to 2011, during the period of conflict now known as the War Against the Mafia, the corporations waged a clandestine war for control of Night City. It should be understood that the corporations weren't at war over trivial matters like the people or basic human decency; this was business. As a rival corporation, the Mafia had its own objectives, and these didn't fit into the corporations' agenda. If the Mafia didn't play by the rules, the corporations would deal with them on equal terms. Spearheaded by paramilitary troops in assault vehicles trained by Arasaka, tanks, and combat AV hovercraft, a wave of bombings, assassinations, and direct urban battles descended upon the Mafia's cadres, who were ill-prepared for it. When the dust settled, the corporations had utterly destroyed the Mafia's power base in Night City. From then on, whenever the Mafia crossed paths with one of the corporations, they made sure to do so according to the rules of Big Business.

At the end of the Mafia War, the corporations installed a puppet mayor and began cleaning up the City. Their draconian measures exacerbated the already chronic housing problem: if you didn't have enough money to pay for the renovated version of your place, you were forcibly evicted. This put hundreds of people on the streets, while affordable housing was upgraded and used to house the troops the corporations needed to maintain order. Recently, the situation has calmed down, as fewer officers and security equipment are needed to keep the streets safe.

Night City


Night City (NC) is a city in the Free State of Northern California. It is located on the west coast of the New United States, on San Morro Bay and Coronado Bay, south of Monterey and near the border with the Free State of Southern California.

The Night City metropolitan area includes Westbrook and North Oak to the north, and Pacifica and Rancho Coronado to the south.

Situation
Night City is located in the central part of the west coast of the United States. As negotiated in the 2012 Northern Secession Treaty, Night City is considered part of the Free State of Northern California; however, access is guaranteed to travelers from the Allied Free State of Southern California.

Climate
Night City's location in temperate Northern California gives it one of the most pleasant climates in the western United States. Temperatures typically range from 10°C to 27°C, and a white fog envelops the city at dawn and dusk. Rainfall averages around 530 mm per year. Of this, only 35% contains an acidity/toxicity factor higher than the limits set by U.S. government standards for clothing and vehicles.

Anyone wishing to visit Night City should wear light to medium-weight clothing, with the option of a light armored jacket or ballistic-grade duster. A filter mask and supplemental oxygen are highly recommended as a barrier against heat pollution, smog, and acid rain. Raincoats, umbrellas, and acid-proof face masks are available for purchase from street vendors during smog alerts at moderate prices (20-35 ed.).
