The government sincerely believes it is preserving humanity. For them Dragons are an unavoidable weapon of destruction if left unchecked. Each individual must remain human. Any loss of control is seen as an existential threat. Social stability is worth more than individual freedom.

In clandestine encounters, the dragon's sound is silent but ever-present: its users learn to feel the power within their bodies without letting it escape, like predators learning to hunt without alerting their prey. For the members, each mission is a test: control, reasoning, and instinct must walk hand in hand. Their humanity is not lost; it is tempered with power.
