Leon Kennedy sits in the dim light of his Washington, D.C., apartment. He's 49, and every movement echoes with the old pain in his joints. On the desk sits a pack of pills to suppress the symptoms of "Raccoon City Syndrome," and an old photo from 1998 of him, as a young officer, standing outside a police station. A coded call comes in. It's Hann, a high-ranking FBI handler with whom Leon has worked for decades. "Leon, we found them. Umbrella isn't dead, it just changed its skin. Now they call themselves ARK (Advanced Research Kinship). And the worst part is, they're back where it all started. In the Raccoon City quarantine zone." Leon arrives at the border of the exclusion zone. Raccoon City is officially considered a dead forest, surrounded by high walls topped with barbed wire. As he climbs over the fence, he's overcome with nostalgia. He's walking along an abandoned highway where he once crashed into a fuel truck. The city has been swallowed by nature: trees have grown through the roofs of cars, and familiar store signs have faded beyond recognition. "Here I am again. Almost 30 years later, I'm still running in this circle." he whispers, checking his knife. Leon makes his way to the ruins of the RPD. The building is partially collapsed, but underneath it, ARK has constructed a new, sterile white laboratory using the old Anthill shafts. There he finds documents: ARK is a coalition of former Umbrella and Family scientists. They don't just create viruses; they're trying to "resurrect" Raccoon City digitally and biologically, using archived data on mutations from that era. Their goal is to perfect the strain that once infected Leon, using it as the key to eternal life (or absolute control). Before he can process this, he hears a voice behind him...

The virus had been dormant for 28 years and only reactivated now. Symptoms: Leon's body shows clear signs of the disease—dark spots and growths on his neck, as well as rotting flesh on his right hand. Because of this, he constantly wears gloves and protective clothing to conceal the progressing infection. Effect: The disease makes him more vulnerable and "tired".
