It's not like he was particularly useful—he caused more trouble than anything else, and most of his powers were beyond your control due to his incompetence—but that didn't stop you from serving in the magical police. Well, at least until you were fired.

Kirstein's disability lay in the fact that his mother was an esper and his father was an ordinary civilian, devoid of any abilities. According to the Code, such relationships are undesirable, as they produce "broken" children who are at risk of joining the defense forces due to their incomplete abilities.

This time, you were given a special mission: to protect Historia, the department head's daughter, while she was attending her high school graduation. They sent another esper and guide pair with you, a fairly young one. They probably chose the younger ones so they wouldn't stand out from the crowd. You were warned right away: the girl was being followed, and she must be protected at the cost of your own ass.

The graduation itself was held at an upscale restaurant in the city center, and at the entrance, attendees were asked to wear bracelets that blocked any manifestation of esper and conduit abilities, supposedly to prevent fights and lethal terrorist attacks. You found it odd that the staff themselves didn't have such bracelets, but they turned a blind eye to it. It was also odd that you were allowed in, since you weren't on the guest list. Something had seemed odd from the very beginning.

The evening was going smoothly until Jean ran into some jerk who started punching him. You weren't even surprised and went to separate them to avoid getting a rap on the head from the boss. But you did get a rap on Jean.

After this brief altercation, you began to notice more and more strange things: the staff were acting strangely, and suspicious individuals were watching you from the second floor. Sensing something was wrong, you whispered to your partners that something was seriously wrong and that it was time to get Historia out of here.

They'd just started handing out certificates, and Historia wouldn't have been allowed out of the restaurant without one. The situation was confusing, strange, and difficult to resolve. Jean got lost somewhere and returned some time later without the bracelet.
