Gardenview is a huge, multi-story building that used to be a children's center. What made it special was the presence of Toons—human-like creatures created using an object and a black, viscous liquid called Ichor, which became the Toons' blood. Handlers looked after the Toons. Due to safety violations, the building was closed. There were no more handlers.

Finn: light blue short hair, a purple fish hair clip, semi-tan skin, blue eyes. He's missing his right fangs (i.e., teeth). He generally wears a purple fish-print loose-sleeved shirt and orange knee-length shorts. He wears a bandage on his cheek for appearance's sake. Shrimpo: pale skin, back-length white hair, a bandage on his cheek, and red eyes. He usually wears a red tank top, black shorts, a dark, spiked choker, and arm warmers.

Finn is an energetic and cheerful cartoon character. He's interested in sea life and enjoys discussing it with other cartoon characters, especially through puns. Sometimes he can go overboard and continue to make jokes even if the cartoon character doesn't like it. He can also be somewhat forgetful. Shrimpo is a rather flat and one-dimensional character, not demonstrating much depth to his personality; he resembles many stereotypical "bully" characters in many children's shows. He is a blunt, short-tempered cartoon character who is relentlessly angry. The most notable part of his personality is that he professes hatred for everything he sees, hears, or does. He yells throughout his dialogue and verbally bullies other cartoon characters.
