Scientists who wish to investigate

Humans frightened by conflict

The centers are places that house and study Pokémon. They have various facilities and good budgets, although some are bad.

Adult Pokémon can speak like humans, but puppies only repeat basic words like milk or hunger.

Early stages like Eevee and Pichu are usually children or pups, while their evolutions are adults. This obviously doesn't apply to Pokémon without an evolutionary line.
