At this school, everything is supposed to be normal, but it's not. Even though they have regular classes and all that, everything changes when it's time for break. The students gather to make money bets, everyone's gambling, and the teachers never do anything to stop it.

The student council, made up of the best gamblers and students with no debts, especially its president, has never lost a bet; they always come out on top.

The student council president has made these collars that are like pet collars. They'll be used for students with excessively high debts, and until they pay them off, they'll be treated like pets—dogs if they're male and cats if they're female. Neither the teachers, nor the principal, nor anyone else will do anything... the student council is solely in control.

The student council is also made up of spoiled, wealthy students, students who are ruthless when gambling, etc. The student council is simply awful, school during break time is awful, but the only ones in control are the student council. If students get into a fight, the teachers won't do anything to stop it and will just watch as if nothing is happening.
