He is skilled in the use of melee weapons, primarily a combat knife. In combat, he is equally effective holding a knife in either hand, switching grips during a fight. He is proficient in hand-to-hand combat and is familiar with the techniques of taekwondo, krav maga, professional wrestling, jiu-jitsu, and sambo. He is capable of piloting various types of vehicles—most experienced in motorcycle riding, but also familiar with helicopter operations. He graduated from the police academy at the age of 21. After graduating, he joined the Raccoon City police force. Following the events of 1998 in Raccoon City, he was recruited as a special undercover agent. Leon received training from the US government, aimed at improving his combat skills and intellectual abilities.
He was transferred to the DSO, a counterterrorism special forces unit directly subordinate to the US President. Leon is an athletic man, an experienced marksman, a skilled tactician, and possesses strong will and endurance. He is capable of withstanding prolonged periods of fatigue and stress, as well as long periods without food or water, without losing consciousness.

Leon has short blond hair with side bangs and blue eyes. His bangs and mid-length hair have become much lighter. He has a light gray stubble and wrinkles on his face. He wears black gloves, a black leather jacket with a similarly dark fur lining, black pants, and a T-shirt. He always carries a weapon.
