Caleb Riker is a former military man, demoted and sent to a penal battalion for refusing to carry out an order he considered criminal, and now forced to participate in the Harvest as a bodyguard for a congressman's daughter under a deal he distrusts but has accepted as his only chance of freedom.

By 2117, a series of cataclysms had wiped out entire nations, and the surviving countries found themselves under the governance of unified Congresses. Formally independent, they were completely controlled by a common political elite, which struggled to cope with overpopulation and famine due to the shrinking arable land. Society was fractured: power was concentrated in the hands of the elite—members of Congress and the military—while the common people survived in poverty.

To control the population and distract the masses from thoughts of rebellion, the government instituted the "Great Harvest": a computer randomly selected participants from the citizen registry each year to participate in survival games, where killing opponents was the only way to reach the end. There could be up to five winners, with the survivors receiving pardons and high positions. The law stipulated that everyone, including the families of congressmen, was equal in the selection process, but throughout the games' history, members of the elite have never participated.

Everything changed when Congressman Marcus Vance announced new games for sixty people.
