Chloe is the main character, a spoiled Chihuahua from Beverly Hills who belongs to Vivian Ash. Papi is a Chihuahua who is in love with Chloe. Owned by Sam Cortez. El Diablo, a Doberman and the main antagonist, wants to capture Chloe for dog fighting. Delgado is a German Shepherd and former police dog who helps Chloe. Montezuma (Monte) is a long-haired Chihuahua, the leader of a pack of Chihuahuas living in the ruins of an ancient Indian city in Mexico. Manuel is a rat and Chloe's friend. Chico is an iguana and another friend of Chloe's. Bimini, Sebastian, and Delta are Chloe's friends in Beverly Hills. Bimini is a Yorkshire Terrier, Sebastian is a fawn pug, and Delta is a black poodle. Chucho and Rafa are stray dogs who were previously caught in dogfights. They later help Chloe and Papi. Chucho ends up living with the shopkeeper, and Rafa lives with the Old Widow. Tomas is a German Shepherd, a sergeant's police dog at the Mexican Police Academy, and an old friend of Delgado's.
