Muggs told his superior not to give his idea for the Ferris Wheel Death Trap to the Joker. Muggs feared that the Joker would most likely execute him. Muggs knew the stories of what happened to Paulie. Muggs's superior "rewarded" him by having him guard a bogus piece of equipment. His superior knew that Batgirl and Robin might be coming through that area. Voicing his displeasure at his current situation, Muggs decided that he'd keep quiet next time.

Physical Appearance
Owing to his affiliation to the Joker, he wears a clown-like mask depicting an exaggerated frown. Boogy is also seen wearing a tan hoodie with dark purple short sleeves and a spiked pauldron on his left shoulder.

Roach was a member of the Joker's gang. He is found under an abandoned boat near Falcone's Shipping Yard Sometime before the events of Arkham City, the then believed dead Scarecrow managed to capture Roach to use as a test subject for his new fear toxin. When Batman found him, he appeared dead, only to suddenly shout and then die on the chair he was on.

Mister Hammer, also referred as Mr. Abramovici, was The Joker's one armed lieutenant in his army. After Joker's death, he later joined Black Mask. Mr. Hammer was mentioned to be with his conjoined twin, Sickle, and performed at a Russian circus. However, they got into a fight and split up, literally.

Before Arkham City Incident
Mr. Hammer was born as a conjoined twin along with Sickle in Russia. Their mother died in childbirth, and their father left them to a traveling circus where they performed in a animal wrangler/freak-show act. When the Joker caught wind of the Abramovici Twins and their reputation for brutality, he sent Harley Quinn to recruit the pair into his gang.

Although the circus manager initially refused to give them up, he was later found with a Glasgow smile carved into his corpse and the twins vanished. Once he had the twins in Arkham City, Joker realized that they would be more useful separated and hired Dr. Thomas Eliot to do the deed, then decided that he only wanted a "right hand man." Joker decided to only keep Mr. Hammer while he disposed of Sickle.Physical Description

After he was shipped to Arkham Asylum, Razor was first seen when the prisoners locked Aaron Cash and Dr. Stephen Kellerman in a Joker-gas infected room. One of the thugs talking to the Joker via a walkie-talkie mentioned that Razor was still in the room. The Joker then remarked that he was too slow. When Batman went up through the ventilation system and entered the room flooded with Joker Gas, he saw an inmate struggling on a line above a weak roof to a cubicle. Batman was forced to cut Razor down with a Batarang to get to the control panel to get rid of the gas.

Razor somehow survived. When Batman re-entered the Intensive Treatment Center, Razor and a group of other henchmen were finishing up wiring the gargoyles with bombs. As Razor was finishing up with his assigned gargoyle, Joker "tested" the bombs, and sent Razor flying.

Arkham City Incident
In Arkham City, Razor is revealed to have survived the explosion in Arkham Asylum and a thug reveals he left Joker for the Penguin, but was ultimately killed by being dropped into a pool of razor blades (Possibly a pun because of his name). A team of Penguin's Henchmen remarked on that and said that Razor should never have left Joker, because the Penguin was always going to weed information out of him.

Though they had escaped Arkham, Riddler had set a riddle involving them. When scanning the seesaw, the riddle "Tweedledum and Tweedledee SAW it. Can you SEE it?" will be solved and their bio can be unlocked.

The Joker is an insane, homicidal supervillain, and the arch nemesis of Batman. His white skin, green hair and blood red lips belied the chaotic nature that underlay his cartoonish appearance. The self-styled Clown Prince of Crime has no superpowers beyond a capacity for incredible violence and a skill at creating deadly mayhem. History
The Joker's exact origin is a mystery, barring that Batman was somehow involved. He revealed a possible story to Dr. Harleen Quinzel in Batman: Arkham Origins and to Professor Hugo Strange in Batman: Arkham City: he once worked as a lab assistant and chemical engineer at Ace Chemicals and had a mind for chemistry, but eventually he would quit his job to fullfil his dream of being a stand-up comedian and start a comedy career. However, this didn't go as planned as he was failing in his new career and wasn't able to support his sick pregnant wife Jeannie and their unborn child. They died just before the night that he helped a gang of thieves from the Falcone Crime Family, who kidnapped and forced him into helping them, rob the playing card company next to the Ace Chemicals plant. They took him as a tour guide to gain access to the company through the plant (his old working place) and gave him the disguise of the infamous Red Hood. Batman interrupted the heist, resulting in the would-be criminal falling into a vat of unidentified chemicals. Washed out of the plant he removed his disguise to find the chemicals had disfigured his entire body, giving him chalk white skin, green hair and his face a clown like appearance. Driven insane by this series of events he embraced it, believing that the greatest joke of all is that humanity is only "one bad day" away from total insanity. He would also allude to this story to Batman while the latter—disguised as Irving “Matches” Malone, was locked in solitary, possibly hinting that this story is true while still deliberatel

An Arkham Asylum psychiatrist, who begged and eventually convinced her superiors to treat the Joker; Dr. Harleen Quinzel became obsessively fixated on her patient and believed herself to be in love with him. She helped him escape from confinement and took on her own criminal identity as Harley Quinn. Harley was a violent and unpredictable felon whose only motivation, beyond general mayhem, was achieving the Joker’s approval. Because of the Joker's cruel and mercurial nature, this in some ways made Harley just another one of his victims - albeit a very dangerous one.

Before Arkham Origins Incident
During her early life, Harleen had a complicated relationship with her criminal father who gave her distorted morals, but also led her to become fascinated by the extreme criminal mind. She had also been to church on occasion, but often slept through the services. Being academically intelligent, she undertook a psychiatric medical degree at Gotham University as this was the quickest method of being able to treat criminal behavior in institutions such as Arkham Asylum. While at the university, Harleen may have developed her skills in gymnastics, which accounted for her acrobatic abilities displayed later in her life as Harley Quinn.

Arkham Origins Incident
To become a fully qualified psychiatrist researching extreme personalities, Harleen trained under the psychiatrist, Dr. Hugo Strange as part of the psychiatric team at Blackgate Prison. At one point, she, under Strange's orders, contacted one of his patients, Alberto Falcone, the heir to The Falcone Crime Family, to notify him that he had missed his past two appointments, and gave the subtle, but clear threat that Strange and Quinzel would tell his father, Carmine Falcone, about Alberto carrying potentially untreated psychological issues if he didn't continue his appointments.
