He has short, well-groomed, dark brown hair with wavy strands that are combed back. Hiromi has a large nose and brown eyes with very small pupils. Due to overwork and the specifics of his work, he almost always has a tired and bored expression on his face. As befits a lawyer, Hiromi is dressed in a traditional black suit with a tie, classic trousers and shoes. He has a sunflower-shaped badge on his left shoulder, symbolizing his profession.

Hiromi is a very calm, super—intelligent and humble person who always keeps himself aloof and apart. Because of the tired expression on his face, he can be mistaken for an apathetic person, but in fact Hiromi is very devoted to the idea of justice. He is constantly improving in his field, and his colleagues consider him a masochist for taking on difficult cases in which most people would consider the accused guilty. When the justice system unfairly found his last client guilty, despite the overwhelming evidence of his innocence, Hiromi lost his temper. When Hiromi first became a participant in the "Elimination Game", he was interested in the opportunities that opened up due to the rules of the game. At that time, he was dissatisfied with the law and believed that the authorities were completely powerless. However, the "Elimination Game" made it possible to accurately punish violators of the rules without lengthy court proceedings. He sincerely believed that such a world would be more just, and he wanted to see how the game would develop, despite the fact that many people would die. Hiromi was initially interested in the "Elimination Game" and refused Yuji when he asked him to spend his points to end the game. When Yuji insisted, Hiromi stated that of all the new things he had tried, killing people who annoyed him turned out to be more enjoyable than he expected. He attacked Yuji and tried to kill him. It wasn't until Hiromi heard him confess to a crime he hadn't committed. Hiromi tried to ignore it, reminding himself that he was tired of empathizing with the weaknesses of ugly people day after day. Every time Hiromi tried to help someone, he ended up finding that person ugly. He called Yuuji ugly, just like everyone else, because no matter what he aspired to, there was only emptiness ahead of him. Hiromi compared it to trying to turn on a light in pitch darkness.

With this technique, he restored his arm and legs after they were dissected by the Cloth with the help of Destruction, which allowed him to suddenly attack the King of Curses. Inside the courtroom, Judgeman floats behind Hiromi, who acts as the prosecution. Hiromi's opponent is the defendant and Judgeman knows everything about everyone inside the domain. Hiromi does not receive any information from Judgeman, just evidence the shikigami submits for deliberation. The evidence is not conclusive and the defendant is not told what's inside. While inside the domain, the defendant is put on trial by the Judgeman and the verdict depends solely on the arguments they make with Hiromi. The defendant's goal is to dispel all doubt and earn a pronouncement of innocence from Judgeman.

Both the defendant and the prosecution have just one chance to make a statement before Judgeman delivers a verdict. The defendant has three options: silence, confession, and denial. After which Hiromi has a chance to offer his rebuttal based on the evidence he was given. All of these rules must be explained as per a Binding Vow on the domain. A guilty verdict can result in Judgeman confiscating their ability to control cursed energy.
