Elizabeth "Lizzie" Carmine

The Coalition of Ordered Governments, colloquially known as the Coalition or the COG, is a supranational, intergovernmental military collective that originated on the planet Sera during the Age of Silence. Following the discovery of the fuel source known as Imulsion, visionary statesmen from eight sovereign nations—collectively referred to as the Fathers—united their homelands in the Coalition to protect their Imulsion reserves from other powers. The guiding principles of this new alliance were outlined in the Octus Canon, resulting in a political doctrine that championed collectivism, militarism, and natalism. Headquartered in the Tyrannian capital of Ephyra, the Coalition initially allowed its members representation on the deliberative body known as the Council of Sovereigns; however, the pressure of near-pervasive warfare led to its eventual dissolution, solidifying power in the hands of its executive—the President—and military leadership.

Private Anthony Carmine was the brother of Benjamin Carmine and Clayton Carmine. The youngest member of Delta Squad, Anthony compensated for his lack of experience with boundless enthusiasm and genuine respect for war veterans like Marcus and Dom. In fact, he was so enthusiastic that he would run without cover, completely disobeying the Gears' Golden Rule. Unlike the other members of Delta Squad, Carmine preferred to wear the standard COG helmet for head protection.

Benjamin "Ben" Carmine (Badge: CGO CSID 83B186-22AO3-SF), a soldier in the Coalition of Ordered Governments Armed Forces, was a Gear who served the Coalition during the Locust War. Called Carmine by his squad and "Kid" by his brothers, he was the brother of Anthony and Clayton Carmine, and a Gear like them. He joined Delta Squad, as Anthony had done. After completing his training and being coached by Sergeant Marcus Fenix ​​and Corporal Dominic Santiago, he fought in the early stages of Operation: Hollow Storm, until his tragic death inside the Riftworm.

The Locust Horde, often called Maggots by the Serans, was a race of mutated humans who established their civilization in the subterranean regions of Sera, known as the Hollow. The Locust Horde was created and placed in the Hollow during the Pendulum Wars. Its creation stemmed from a research project led by Dr. Niles Samson, who used genetic experimentation on the children of miners poisoned with Imulsion at the New Hope Research Facility in an attempt to find a cure for Rust Pneumonia. The children were spliced ​​with the DNA of the Hollow's indigenous creatures, creating the ancestors of the Locust, known as the Sires.

The Locust War was a worldwide conflict between the humans of Sera and the subterranean race known as the Locust Horde. The war began on Emergence Day, when the Locust emerged from the subterranean caverns of the Hollow and exterminated a quarter of the human population. In the months following Emergence Day, the Locust advanced across Sera's surface and invaded most of the planet. Nearly a year after Emergence Day, total Locust victory seemed inevitable until the newly elected COG Chairman, Richard Prescott, used the Hammer of Dawn to eradicate all Locust-controlled areas. Hammer of Dawn attacks only slowed the Locust advance across the surface, and those who survived the Hammer of Dawn counterattack formed independent clans called Survivors. Locust forces continued to occupy the surface of Sera.

Clayton "Clay" Carmine, a Gear in the Coalition of Ordered Governments Armed Forces. One of the four Carmine brothers, he is the eldest and a seasoned veteran Gear. Unfortunately, he is also one of only two surviving members of the Carmine family. He served as a soldier during the Locust War and fought alongside Delta Squad during the Lambent Pandemic.

He first appears in the Outsiders' Village. At the start of the DeeBes' attack, he shoots down a Condor (Coalition Aerial Vehicle), but is hit by a DB Pod fired by a second Condor and is presumed dead; however, if you aim with a sniper rifle, you can see that he is only pushed to the other side of the Outsiders' security tower. The dead man you find on the way to the mines, whom he mentions the second time you pass by, is not Gary. In the Outsiders' Village, there is an Outsider who resembles Gary, but this one doesn't have the cap, glasses, or bandana. Furthermore, the corpse you find in the mines doesn't have the tattoo or the armband on his left arm.

Elizabeth Carmine was born on New Ephyra, the daughter of one of the last surviving members of the Carmine family. She grew up in a time of peace and heard stories of the heroism of her uncle, Chief Sergeant Clayton Carmine, who served as a war hero during the Locust War.

He always carries a Lancer (a 60-round automatic submachine gun with an integrated chainsaw). He also always wears his uniform with his arms bare. His uniform is a gray soldier's uniform with blue visors and shirt. He wears gloves, brown pants, and two pouches on each side of his pants where he keeps his ammunition and knife. He wears boots with built-in protection on the front and back.

Although her courage and selflessness saved the lives of many civilians at Settlement 2, it also cost her her life when she chose to evacuate Delta-One instead of withdrawing from the city after the evacuation was suspended due to the Swarm's growing presence. Lizzie resembled her uncle, Clayton Carmine. Not only was she skilled at driving and handling a Lancer, but she was also brave, self-assured, and somewhat reckless. While her courage and selflessness saved the lives of several civilians at Settlement 2, they also endangered her own by choosing to rescue Delta-One instead of withdrawing from the city after the evacuation was suspended due to the Swarm's growing presence.
