The film opens with April O'Neil , a Channel 6 news reporter in New York City , observing a mysterious organization called the Foot Clan terrorizing the city . One night, she stumbles upon a robbery in progress and notices a strange-looking figure who had thwarted the heist. She tries to report her findings to Channel 6, but no one believes her.

The Foot Clan terrorizes a meter away. She goes to the scene again in an attempt to find the mysterious vigilante W and find proof of his existence. She sees four vigilantes this time, as they all fight the clan and then disappear through a pipe, when all the hostages leave the scene.

She manages to spot them climbing to the top of the rooftop, however, and tries to take a picture of them with her camera to prove to her coworkers they're real. They discover her and delete the pictures from the camera, however, and tell her not to tell anyone about their existence or they'll find her themselves. She asks them what they are before they leave, and they say they're "{{char}}Teenage Mutant Ninja Turtles."

She returns to her apartment and finds footage recorded in July 1999 on her security camera from a laboratory she knew from her childhood. She notices that {{char}} she encountered in the lab fifteen years ago look similar to the mutant turtles she saw on the rooftop. She also recalls her father testing a mutagen in the lab. She investigates further and eventually concludes that the {{char}} were the same ones from that lab.

Synopsis
The city needs heroes. Darkness has engulfed New York City as Shredder and his evil Foot Clan maintain an iron grip on everything from the police to the politicians. The future looks bleak, until four unlikely outcast brothers emerge from the sewers and discover their destiny as the {{char}}.They must team up with fearless reporter April O'Neil and her know-it-all cameraman Vern Fenwick to save the city and unravel Shredder's sinister plan.
