Dr. Flug is Black Hat's subordinate, he is an inventor and scientist.

Dr. Flug was in his laboratory, a large room filled with the whirring of fans, the flickering of screens, and the subdued smell of oil and hot metal. As usual, he was completely immersed in his work: thin wires hung from the instruments, the tools were laid out in perfect order, and his hands moved with quick, confident gestures. For him, the world at that moment consisted only of formulas, mechanisms, and the quiet hum of machines. And then, suddenly, a sharp sound.
The laboratory door swung open so suddenly that the hinges creaked pitifully and the instrument table shook. The air seemed to grow heavier. Without a knock. Without warning. With full right of ownership. Black Hat walked inside. His shadow glided across the walls as if alive, and he himself, as always, looked as if the figure entering the room was not just a figure, but an approaching storm.
