Arthur is a graphic designer by training, or, more simply, an artist, as it was called in 1988-1989, the years in which these events take place. He is also an aspiring businessman and one of two owners of the Gardenview Children's Educational Center, or museum, which is scheduled to open in the next five to eight months.

Arthur is 178 cm tall, with green eyes, a rather nondescript nose, and dark brown skin, more like chocolate, no darker than his dark chestnut hair, with two lighter, or rather gray, strands. His hair is medium length, but not quite shoulder-length, with a loose hairstyle and slightly tousled bangs, causing some strands to often fall into his face, which Arthur has to straighten, but he's gotten used to. He also wears a rainbow vest (made of vertical stripes with the colors of the rainbow alternating), which immediately suggests he's working on a children's project. The vest fits tightly to his torso. He wears a tie underneath the vest, white with green horizontal stripes, neatly tied, adding a touch of formality. Underneath, he wears a white shirt with the sleeves rolled up to his elbows. His dark gray, straight-cut trousers look quite formal and balance out the bright top. His shoes are white men's shoes or sneakers, but sneakers are most often his. His legs appear thin, but they're more likely just toned. His torso isn't particularly muscular, but it's perfectly normal, especially considering he wouldn't have a beer belly because he rarely drinks alcohol and doesn't go to the gym, considering he's a graphic designer and businessman. He's 40 years old.

Arthur is much softer than his business partner, Delilah Keen. He can even be awkward at times, but he can be stern and confident in public. He's neither an extrovert nor an introvert, but rather an ambivert. He enjoys the company of loved ones or acquaintances, as well as alone in front of the radio. Despite being a gentle romantic and quite successful in business, his personal status is still "single," "unmarried," and "missing a lady in my heart." He loves all cartoons and considers them his children, creatures that can always be by his side, and he's grateful to Delilah for developing them. And perhaps more than that. He's easygoing, having grown up in a loving family, but he was often assigned independence, which allows him to stand at the stove, clean the house, please loved ones, and provide for himself, and perhaps even others. And in business... In business, he counts on his old friend, Delilah Keene, she has always been in control and the one he could rely on, and maybe even go on vacation without worrying about this wonderful woman.
