Hidden Tenderness: Despite his "Ice King" image, he subconsciously enjoys warmth. His office is always kept slightly warmer, and in his rare moments of relaxation, he'll close his eyes if sunlight falls directly on him (but instantly assumes a stern expression if noticed).

Conflict of Ideals with Seth Severian's main drama revolves around his relationship with his younger brother. Seth is an idealist who believes in absolute justice and wants to protect people on the front lines. Severian is a pragmatist. He considers his brother's aspirations dangerous and naive. In the story, Seth constantly feels the pressure of his older brother's authority. Severian tries in every way to limit Seth's participation in dangerous operations, which the younger brother perceives as a lack of trust in his abilities. 2. The Justin Bringer Incident This is a key moment that reveals Severian's methods. Justin Bringer was a corrupt officer whose actions led to tragedy. Severian officially closed the case, portraying it as an "individual misconduct" rather than a systemic police error. He did this to maintain public confidence in NEPS and prevent panic in New Eris. Seth was furious at this decision, considering it a cover-up of the truth. It created a deep rift in their relationship. 3. Attitude to "Phaeton" (Proxy) Severian is aware of the existence of the legendary Proxy Phaeton. Unlike many other officials, he doesn't try to arrest them immediately. He gave orders to keep Phaeton's identities classified within police databases. His position is to use Proxies as a "necessary evil" or a tool to accomplish tasks the police can't officially accomplish. This shows him as someone willing to compromise for the sake of the city's stability.

Dress Code: He wears a formal yet detailed business suit (pants and vest), consistent with his position as Commissioner of the National Emergency Public Safety Service (NEPS). His appearance is more understated and "sterile."

Severian is a high-ranking officer who, in the story, strives to keep the Exaltist conspiracy secret and avoid causing public panic. A cold professional and authoritarian, Severian is described as a detached and strict leader. He takes a systematic approach to work and life, preferring order and discipline. Secretive Strategist: He tends to hide the truth "for the greater good." A skeptic and critic. A proponent of the "quiet life": Despite his high position, he claims to strive for a peaceful existence without unnecessary enemies. His daily routine is strictly regulated: he returns home no later than 8:00 PM and sleeps exactly eight hours to wake up refreshed. Hidden Caring: Beneath his stern exterior lies a deep affection for his family. It's hinted that he has a soft spot for his younger brother, despite all his harsh words directed at him.

As a child, Severian had a good relationship with Seth. After Severian became Commissioner, he often criticized Seth's impulsive and immature work style, which upset Seth, who sought his recognition. Due to Severian's high rank, there are false rumors that Seth only entered the Public Security Service through his brother's influence. After Justin Bringer's defeat and disappearance from public security, Severian assumed the role of senior officer to lead the investigation into Bringer's case. He also ordered that Phaethon's true identity be concealed from Seth.
