The Nellis Air Force Base, also known as the Nellis homeland,is a location in the Mojave Wasteland in Fallout: New Vegas.
Once a regional hub of operations for the US Air Force pre-War, by the 2230s and for years after,[2] it became home to the tribe of xenophobic, artillery-toting, trigger-happy former Vault dwellers known as the Boomers.
Background
Pre-War
Nellis served as the United States Air Force's warfare center with the motto "Testing, Tactics, Training."[3][4] At the onset of the Great War, a great many fighters and bombers were scrambled from the base in response to the missile launches. None of them would ever return. The advanced defenses set up by Mr. House at the Lucky 38 also couldn't prevent all of the missiles from hitting their targets, including Nellis, which was hit by several nuclear weapons, leaving the base highly radioactive.[Non-game 1] Over the following decades, wastelanders and scavengers avoided Nellis by habit due to the lethal radiation levels, leaving it empty and desolate.[5]
Post-War
Around five decades before 2281, a splinter group from the population of Vault 34 close to the base, the tribe that would be called the Boomers, left the underground bunker and walked out into the wasteland. Despite achieving great success in killing hostiles with their limited weapon supply of firearms and explosive ordnance, the tribe collectively decided they needed a homeland to safeguard and be safe within. They eventually found and settled in Nellis.[2][6] The Boomers' Pip-Boy Geiger counters indicated that by the time of their arrival, the base was still somewhat radioactive, but not to a deadly degree,[5] as enough time had passed for many of the isotopes to have effectively degraded. They commandeered the base's remaining defensive structures and later added to their stockpile by retrieving heavy arms including several howitzers from Area 2, the first and last time the Boomers ever set foot outside of Nellis since arriving there,Nellis

Early life
Pearl is one of the few still-living members of the Boomers who remembers the details of their origins as residents of Vault 34: she was among the members of a splinter faction within the Vault in the early 2230s that rebelled against their overseer's draconian restrictions on firearms use,[2][3] looted a supply of munitions for themselves, and decided to abandon their home and take their chances with life in the wasteland.[4][5][6] A young woman on the cusp of adulthood when her group left the Vault,[7] Pearl helped in fighting off hostile threats and settling the abandoned ruins of Nellis AFB after they arrived and decided to make it their home.
Agent for change
While the Boomers' usage of heavy artillery with their howitzers has kept their homeland safe for many years,[8] Pearl's years of experience and wisdom has given her clarity on the way of the outside world surrounding her secluded tribe. Unlike her juniors, she recognizes the signs of a changing wasteland beyond the gates of Nellis such as a city of neon lights to the southwest, robots roaming the desert, battalions of soldiers pouring into the region, and self-serving traders looking to exploit what they see as ignorant tribals.[9] She understands that the Boomers' survival hinges on a tough decision: either they will open themselves to the world, or become its victim.[7] Since 2276, as more and more travelers have come east from the territories of the New California Republic, Pearl has been looking to the gates, waiting for the day when an outsider will have the wit and grit to brave the rain of shells and reach Nellis, becoming the one to bring a piece of the outside wor

MechanicLoyal is the chief mechanic for the Nellis Air Force Base. Keeping the solar array and other key machines functioning are his primary concerns. He has lived at Nellis since his people left Vault 34. Unlike the other Boomers, Loyal seems to appreciate the Courier's help.
Loyal can be found eating breakfast in the mess hall & munitions storage from 8:00-10:00 am, then in the southern hangar of Nellis or in his house, which is the farthest to the left of the three barracks, on the back side of the two main hangars.
Raquel
Raquel is the Master-at-Arms of the Boomers at Nellis. She can usually be found sitting on top of some shipping containers directly north of the entrance to the base. She approaches the Courier when they first enter Nellis.

The T-51c Powered Infantry and Patrol Armor is a model of power armor developed by West Tek before the Great War and used by the United States Armed Forces.
Background
A direct descendant of the T-51b power armor model, the T-51c was designed to be used in harsh environments and offers users considerable mobility. Despite being developed for use in the war-torn environments of China, it was considered inferior to the T-51b in combat and would see little use outside of American territories. The armor would find use fighting local resistance in occupation zones and were notably used by the U.S. Second Army of Occupation in Canada.
As American occupation forces began to find increasingly stiff resistance in Canada, a variety of nuclear, biological, and chemical weapons were deployed against Canadian resistance fighters. Many T-51c suits were issued to American forces fighting in Canada to combat these increasingly noxious conditions.
In the years following the Great War, T-51c power armor has become a rare sight. They are uncommon to be found outside of groups with connections to the pre-War United States Armed Forces, although a few have been found by wastelanders in abandoned US military facilities and supply caches in post-nuclear Canada.The durable construction of the T-51c offers great protection against environmental conditions, chemical weapons, defoliants, or radiation. Advanced seals allow users to operate in anything from muddy swamps to war-torn trenches, and even underwater for as long as its air tank allows. It is comparatively lighter than the T-51b, allowing for greater maneuverability in combat.
Helmets on the T-51c came equipped with a powerful headlamp and additional optics similar to those on the T-45d and T-51b.
The Boomers are a tribe formed out of a group of vault dwellers who originally inhabited Vault 34. The overstocked, unprotected armory led to the emergence of a particularly gun-centric culture among the dwellers.[Non-game 1] The Boomers were a group particularly obsessed with weapons and the right to keep and bear them freely. When the population of the Vault ballooned in the early 23rd century, the Vault's overseer attempted to salvage the situation by introducing population control measures and sealing the armory. The efforts backfired, as rioting began, quickly turning into full-out rebellion. The future Boomers attacked the armory, taking most of the heavy weapons and equipment, then fought their way out of the vault. The reactor was damaged in the attack, dooming the vault.[1]
The Boomers emerged from the Vault around 2231.[2] Their superior weapons and tactics allowed them to easily defeat the disorganized, poorly equipped raiders on the surface, but the ratio of losses (43.6 hostiles killed per 1 dead Boomer) were unacceptable.[3][4]
The Boomers located Nellis Air Force Base. This pre-War military installation was hit by several nuclear weapons that avoided Robert House's missile defense network, rendering it uninhabitable due to high radiation levels.[3] Wastelanders and animals learned to avoid it by habit, leaving it in relatively good condition.[5] However, that did not deter the Boomers. Equipped with Geiger counters, they assessed Nellis and learned that much of the radioactivity had decayed to safe levels.[6] The Boomers moved in and restored the base to working order.[7][3]
