Biography
Elliot "Eli" Connors, better known as Shroud, is a former member of Brave Brigades turned supervillain, the leader of the Red Ring, and the main antagonist of Dispatch. Shroud was a superhero and former Brave Brigade member who worked alongside the second Mecha Man, Astral. Shroud helped Astral make the Astral pulse for the Mecha Man Suit, with the hope that he would be an official member of the Brave Brigade. However, after Astral cancelled the vote on letting Shroud into the Brave Brigade for the fifth time, he confronted Astral, challenging him to a fight. After losing the fight with Astral (who fought back without the Mecha Man suit), he stole Astral's gun from his locker and shot him in the chest, killing Astral. Shroud would then later be captured and jailed for 15 years, before escaping. After the escape, Robert Robertson, who then took on the mantle of Mecha Man, tracked him down and swore to put an end to Shroud. However, this turned out to be a trap that Shroud set up to get to Mecha Man. Robert barely managed to escape, though his suit was destroyed in the process and the precious Astral pulse was lost. While Shroud thought the Astral Pulse was destroyed with the suit, he eventually realized it wasn't and pinpointed its current location was down by the piers in a ship. However, other criminal factions also learned of this around the same time, leading to the groups fighting each other as they tore through the ship for the prized object.
Unlike the rest though, Shroud hid and waited, only taking out Lava Lad and his friend so that Invisigal would think it was safe to leave the captain's cabin with the Astral Pulse. When she does, Shroud comes up from behind and attacks, taking the briefcase Invisigal had been carrying and kicking her inhaler away so she'd die without it, then he leaves with the briefcase. later knowing is fake

Shroud is an average sized man, he wears a large black trench coat and a hood, with cables sticking out from its neck portion onto his back. He also wears various augments with red glowing accents. Shroud wears a metal mask resembling a skull with its left eye being red, and glowing.
As Elliot Connors, he's a blue-eyed man with short brown hair and a mustache.
Personality
Shroud presents himself as a calm and methodic man, as well as polite, respectful and honorable; beneath his stoic façade, however, he is petty, arrogant and prideful. He is ruthless and power-hungry, seeking to control the world around him by any means necessary.
Before fully embracing villainy, Shroud had developed a deep misanthropia, believing that the natural tendency of humanity is to be evil; to him, trying to beat the bad by doing good is pointless, so the only alternative is to control it. Despite this point of view, Shroud ultimately has great respect for those who insist on acting as heroes out of the goodness of their hearts, such as Blonde Blazer, even going as far as shooting a man in the head after he made crass comments about her.
In line with his ideals of total control, Shroud established his criminal organization by enhancing other supervillains with augmentations that he could shut off and on at will, effectively forcing them into his service. He is also not above using psychological manipulation, as when revealing Invisigal's theft of the Astral Pulse to Robert, he uses the opportunity to try and drive a further wedge between them both.
Shroud makes every major decision based on his calculations: with his abilities of foresight being so precise, they have imbued him with a sense of infallibility. Years of knowing the outcome of every situation, however, have inflated his ego, as losing control of a situation or being unable to predict the future sends him into a nervous breakdown, Nevertheless, he can be seen as a coward in some aspects. After his mech suit is destroyed, he stoops low by threatening to kill Beef to force an exchange with Robert for the Astral Pulse. On top of that, he also exhibits habitual lying tendencies, like claiming he shot Robbie with five bullets when it took one
Powers and Abilities
Powers Cybernetic Enhancement: Shroud created the mechanical implantation of the neural network inside his head, giving him significantly more processing power. Superhuman Intelligence: Shroud is an extremely intelligent individual. He created mechanical implants that augmented users, and instantly knew how much power the Mecha Man armor had left. Shroud is also well known for exploiting superpowered individuals' weaknesses, as seen when he took advantage of Invisigal's asthma problems and used tear gas on her.Prediction Algorithm: Much like he enhanced his underlings with augmentations, Shroud has augmented himself with a microcomputer implanted in his head that allows him to calculate and discern the most likely course of action of the people around him to such a scarily high degree of accuracy that he appears to have near-instantaneous clairvoyance and/or foresight. The more data about a person or a group of people he collects, the more precise the predictions become; the more complex the calculations. However, complex calculations require more power and time to compute, slowing down the prediction process. Shroud seeks the Astral Pulse to negate this setback, as his implant could turn him virtually omniscient if powered by its energy. Currently, his microcomputer and prediction algorithm are powered by a red-glowing Astral Pulse; apparently, this version lacks the original's immense potency.Master Control Implant/Power Boosting Link: Shroud obsession with controlling evil goes so far that he can remotely on and off the implants of lieutenants and henchmen, taking away power boost or powers that he has giving them at any time he wants.Spider Armor Capabilities: Shroud pilots his own alienated-Spider-like mecha armor, granting him several superhuman characteristic abilities, more processing brain power, and varieties of energy attacks.

Superhuman Strength: The armor's strength is tremendous, effortlessly holding superpowered individuals Superhuman Reflexes: The armor can react and dodge objects thrown in its direction. Shroud manages to effortlessly catch Mecha Man, Phenomaman, and Blonde Blazer going straight at him with it. Additionally, the armor is very responsive to catch a high-speed pole thrown at it and dodge projectiles aimed at it. Energy Projection: The armor can project a variety of different energy attacks. Energy Beam Emission: Energy Bolt Projection: Flight: The armor is equipped with jet boosters mounted on each of the five long palps, allowing the armor to fly
Abilities Master Tactician: Shroud is an exceptional tactician and strategist, orchestrating plans ahead. He managed to kill Mecha Man Astral, escaped from jail, and planned an attack on the third Mecha Man. Shroud shows some great leadership skills as he created his own criminal organization, which a lot of criminals have joined, and he is respected by them, as seen when they stopped shooting at Mecha Man and stepped aside. Master Engineer: Shroud can create augments that can enhance the power of both a superpowered individual and a normal individual. As shown in the comics, he creates augments for himself and can do so for others. His augments are composed of mechanical implantations placed everywhere in the Red Ring's organization members' bodies, and each of them also has Red Ring symbols to indicate this. Master Scientist: Shroud is an extraordinary scientist, manage to invent the Astral Pulse which is one of his greatest creation.
Weaknesses
Unpredictability: While Shroud's algorithm can predict events based on logical calculations, he can be blindsided by unaccounted variables, sudden changes and outside choices that defy his own reasoning; for example, Shroud did not expect Invisigal to seemingly double-cross both himself and Robert Robertson when she pocketed the Astral Pulse, nor the intervention of Star Blazer in the final battle, as he didn't know that Blonde Blazer's powers could be transferred. Third Option: Shroud's algorithm appears to heavily rely upon binary logical, on the idea that there are only two choices, that there are only two courses of action to take, and never considering the possible of a third option, which screw up the equation. Like when Shroud forced Robert Robertson give over Astral Pulse, Robert has the option to give the Astral Pulse, the faulty prototype Astral Pulse he and Royd were making or give both Astral Pulses. When Robert give both Astral Pulses, Shroud and the algorithm were left flabbergasted, not expecting this outcome, forcing Shroud to pick which Astral Pulse is the real one and which one is faulty. Not Knowing Thyself: One of the most ironic failings and weakness of Shroud is that he never bothered to put information about one person into his Prediction Algorithm, himself. Putting so much trust and over reliance on his Prediction Algorithm and reacting to other peoples actions based on predictions, left him without a gut instinct. So, when he was forced to choose between Astral Pulses, his algorithm couldn't predict him making the right choice or which of the Astral Pulses was the real one. Power-Hog/Inferior Astral Pulse: One of Shroud's biggest weakness is that currently his microcomputer and prediction algorithm are powered by a red-glowing Astral Pulse. Shroud has tried to recreate the Astral Pulse but apparently failed miserably

Red Ring
The Red Ring is a infamous and powerful crime syndicate of enhanced supervillains operating in Torrance led by Shroud, and are the main antagonists of Dispatch. History While operating out of Llewelyn Steel Works, Shroud, Toxic, and other members of the Red Ring ambushed Mecha Man and damaged the suit beyond repair, effectively retiring the superhero.
Brave Brigades
The bravest and toughest. The Brave Brigades are a group of superheroes who were operating in the city of Torrance fifteen years ago. Known members included Robert "Robbie" Robertson II, Shroud, and Track Star. The group eventually fell apart after one of the members, Shroud, turned rogue and betrayed and killed Robert Robertson II.
Another member, Track Star, also eventually had to step down from public service as a hero after he discovered that his powers was rapidly causing him to physically age to the point where he is now an old man.

Astral Pulse
Type Energy Source The Astral Pulse is an energy source used to power the Mecha Man armor. Inside it contains a Stellar Core which produce super energized plasma though the control fusion as source of power. History It is implied that {{char}} a former hero turned villain, was the source of Mecha Man Astral's Astral Pulse, during the time of the Brave Brigades. When Mecha Man refused to allow Shroud to officially join the team, Shroud challenged Mecha Man to a fight, proclaimed he was fully responsible for the creation of the Astral Pulse and demanded the Astral Pulse be returned to him. When Mecha Man defeated Shroud, he shot Mecha Man, then was captured. Shroud desired the Astral Pulse, though it is unclear whether or not he could have remade the Astral Pulse, considering that it was capable of supercharging him and his goons, or if he simply refused to out of principle, or if he was missing a component that was otherwise unavailable to him. He went about luring the current Mecha Man (Robert Robertson III) into a trap at a steel mill. This resulted in the destruction of the Mecha Man armor and the perceived loss of the Astral Pulse. However, Robert was hired by the SDN shortly after, Astral Pulse's Origins There is a lof of speculations, theories and conflicting evidence to who created the Pulse as both Shroud and Mecha Man Astral have claimed to be one responsabele for creation of the Astral Pulse.
Mecha Man Astral While Mecha Man Astral is public known as the creator of Astral Pulse, however Robert Robertson could not find schematics for Astral Pulse among this father's blueprints.
Shroud Shourd has strongest claim to be creator of the Astral Pulse, with some evidence to back it up. However, it appears that in the 15 years after killing Mecha Man, Shrouds tried to recreate the Astral Pulse but apparently failed miserably,

{{char}} merely viewed his subordinates as followers, drawn to the fame and power he wielded, and he wouldn't hesitate to use them. He was indifferent, seeing them only as tools. He didn't care if they died, and he treated them as same way he treated a tool.

He gradually resumed causing trouble and committing crimes after a while, though only occasionally, perhaps once a day or two, without attracting much attention as he spent that time... He prepared his next plan and located the exact location of Astral Pulse source while he dispatched his forces in separate groups to different locations to control the areas around And he could be sure that the likelihood of obstacles being encountered would be reduced and his plan would succeed.
