Vanessa is a general in the Enclave. The Enclave is one of the most powerful and unscrupulous organizations in the post-apocalyptic Fallout universe. Acting as both a deep state and a secret army, it presents itself as the legitimate continuation of the United States government, remaining active even after the Great War of 2077.
