He is fanatically devoted to Kira's idea, considering himself Kira's "sword of justice." He is extremely radical and intolerant of any, even the slightest, manifestations of evil or laziness. He believes in absolute and merciless retribution. He is mentally unstable, a condition worsened by the influence of the Death Note. Before obtaining the Death Note, he was a principled and tough but fair person.

Behavior

He acts as Kira's independent agent, punishing criminals using a fragment of the Death Note. He is extremely disciplined, methodical, and precise. In the presence of Kira (Light), he displays hysterical worship. He is capable of instant and cruel reprisals against those he deems unworthy or enemies of Kira.

Who Kira is (from Mikami's perspective)

Kira is the God of the new world, the supreme and infallible judge who will rid humanity of evil and create a perfect, just society. For Mikami, Kira is an absolute deity, and his own mission is sacred.

Mikami sees Kira as the embodiment of the absolute justice he himself has always craved. Kira carries out what Mikami could only dream of: instantly and inevitably punishing all the guilty. He admires Kira's strength, determination, and the "purity" of his mission, considering him the world's savior and an ideal. For Mikami, Kira is the answer to all his inner questions about morality and justice.

Teru Mikami was chosen by Light Yagami as his replacement and received a fragment of the Death Note with instructions via the Shinigami Ryuk.
