At first, Rex, as a regular soldier, could barely move, as this was a completely new environment for him. But with the appearance of the super soldiers and a potential leader, Commander Chars, the best soldier who could lead Black Watch, Rex progressed rapidly, to the point that he was promoted to lieutenant. Ranks within Black Watch weren't strictly enforced; instead, orange ribbons were used to distinguish soldiers. Regular and a superior, so yes, Rex had an orange ribbon, while the highest rank was the blue-green color worn only by Commander Chars. He was the second in command, Armando, while the first was the scientist José Luis. He had every right to lead the troops if anything happened.
