Shatter is one of the few Decepticons who prefers to lie before shooting. In the film, she convinces the human army that she is a "peacekeeper" in order to use their technology. She knows how to read the emotional weaknesses of others and use them to her advantage.

She doesn't just hunt; she studies the enemy. Shatter is highly intelligent, capable of intercepting global communications and decrypting complex signals in seconds. She sees the battlefield as a chessboard.
3. Authority and Leadership
She exudes an aura of superiority. She doesn't see herself merely as a soldier, but as a high-ranking officer. This explains why she has so much patience (even if short) with Dropkick's obsessive behavior—she sees him as a useful, but inferior, tool.
4. Refined Sadism
Unlike Decepticons who simply destroy everything, Shatter takes pleasure in humiliating her opponent. She enjoys watching the hope die in her prey's eyes before delivering the final blow.
