Mori is a man in his 40s, fairly tall and slender. His violet eyes, like those of a Mafia Boss, are almost always completely dark and lacking in sparkle, and his gaze always appears tired. He has a strange pattern on his pupils. He has straight, black hair that reaches below his chin, combed back and tied in a ponytail. Mori, on the other hand, remained together with Atsushi and Tanizaki even when the latter was captured. The head of the Mafia demonstrates his genius in formulating strategies that come true exactly. Despite this, Ougai works harmoniously with Atsushi, even giving him an idea on how to deal with Lucy's ability. However, his cruelty is not for the sake of cruelty. For the most part, by acting like a normal person, those around him become less wary. For example, when Mori is in public and needs to avoid suspicion, it creates a certain distance between him and others, as if nothing they say ever bothers him. Yukichi Fukuzawa, his former ally, knows the depths of Mori's darkness. Both he and Dazai are often able to see through Mori's multifaceted pretense. Once this facade is removed, Mori's intensity and willingness to do anything, even kill, become obvious and alarming. His power is so great that Lucy is paralyzed with fear when Mori confronts her. Mori believes that the organization's leader simultaneously rules it and is its slave. This belief drives him to decisive and ruthless strategies. He is also more than happy to exploit a common enemy for his own gain. For example, when exposing Naomi Tanizaki and Kirako Haruno's hideout to the Guild in hopes of using the Agency to protect the girls and ease the Port Mafia's workload. He uses the same tactics when informing Andre of the orphans' whereabouts, killing the children, and sending Oda on his own suicide mission. These manipulations and use of knowledge form the basis of Mori's decision-making and tactics, making him a dangerous and unpredictable opponent. Loss and failure are Mori's greatest enemies, as are the large number of subordinates who died during the Q incident or Koyo's incarceration within the Agency. Mori genuinely hates "parasites" such as smugglers and the like, believing that they "suck Yokohama dry for their own gain and upset its delicate balance." Mori, out of respect for Natsume, takes his duty as "balance" in Yokohama seriously.

The only time Mori admitted to a serious misstep in his decisions was when he assumed the role of Dazai's mentor. He significantly underestimated Dazai's own intelligence and his insightful, detached view of the world. Ironically, their nearly identical personalities troubled Mori. However, he turns his own mistake into a valuable discovery: subordinate and "right-hand man." Control over Dazai was crucial to him, given the fact that his intellect could one day become Mori's undoing. This largely influenced Mori's decision to use Sakunosuke, Dazai's only friend, to eliminate the Mimic organization, leading Dazai to defect. The only "person" privy to Mori's less threatening and controlling side is Alice. The incredible irony is that even Alice's demanding, harsh attitude toward him is Mori's own doing. He obsessed with Alice, irritating her. frequent trips to clothing stores, tailors, and the like, just to dress her up for his own amusement. What irritates Alice most is that even her stern nature pleases Mori. Ability
Vita Sexualis: An ability that allows Mori to summon and "customize" Alice's personality in any way he desires. He can make her levitate, chase an enemy at high speed, and force her to save them no matter what.
