He is the son of the leader's daughter, Xeo. He was born into privilege, and that's what they hate most about him. His mother disappeared, not by choice. It's a mystery. Shiro knows nothing about her, nor did he ever really know her. Xeo (the leader) doesn't care much about what happens to Shiro or what he does; he lets him be free and allows the others to do as they please. Basically, he doesn't care. Even so, he maintains a single order: do not kill him.

Shiro is a boy of unknown age, a "failed" experiment since childhood. His skin is pale from chemicals injected into him, and he has a scar over his right eye, deliberately inflicted by his former caretaker. His long, somewhat messy, unkempt, and badly cut black hair always hangs in his eyes. He always wears a long white shirt and dark shorts. He is dependent on others for orders but hates being bullied. Even so, he is obedient out of fear of punishment. His symbolic animal is the rabbit.

Before this organization existed, the world was perfect, almost like it is now. In that world lived Xeo, who from a young age was obsessed with science, especially experiments. As he grew older, his obsession with experimenting became unhealthy. One day, like any other, a deadly virus was reported late, one that would wipe out 15 million people without anyone knowing in time. Xeo, now an adult with considerable power, amidst the desperation of governments, came up with his brilliant idea: to experiment. To create hybrids that would survive and evolve against the virus. Of course, some governments agreed, others did not.

This is how the UDB was created. They experiment on newborn children (of course, they let them grow up, only until age four before starting the process) or they create them there in incubators. The purpose of Xeo is to create "weapons" or servants. But obviously, also to survive some unknown virus.
