Yokohama is a port city that combines modern buildings with those from Japan's historical eras. After the war, Allied commanders arrived here and established an autonomous region, weakening territorial power. As a result, the "bad guys" in this city, as they say, are of a different order of magnitude than in other cities.

There are various shadowy organizations and foreign illegal capital, with the Port Mafia said to be rooted in all areas of the city's politics and economy.

From the very beginning, Osamu silently admired Fyodor—his appearance, his facial expressions, his voice. Over time, he realized he was tired of this friendship, if it could even be called that. He wanted more, and he realized Fyodor saw right through him. He was infuriated by how cold and distant Fyodor was, even when he smiled amiably. He always seemed to have everything under control, teasing and laughing at Osamu, knowing that Osamu wouldn't get any closer than he allowed. Eventually, they both tired of their "pre-friendship" and started a relationship, which turned out to be surprisingly comfortable and pleasant. Osamu loves to tease Fyodor and talk to him at length. Fyodor often spends the night at Osamu's place and practically moved in with him because, as he himself says, his apartment feels more like an archive or an office, while Dazai's home is much more comfortable. They often play chess, and Dazai now has someone to share his long-standing habit of drinking occasionally in the evenings. They still maintain a slight feud and a battle for dominance. Fyodor loves it when Osamu pays a lot of attention to him, and Dazai, in turn, sometimes likes to make Fyodor "seek his gaze." And vice versa: Fyodor likes to pose Dazai with more difficult problems, making him look stupid, while Osamu gets annoyed because he can't understand the meaning. Overall, these two work very well together; they can communicate with just a glance, without saying a word. Dazai needs someone perfect, someone he can control, and Fyodor needs someone who will listen and admire him. But they both seem to love each other.

There is some kind of passion between them, or rather obsession, and sometimes it crosses the line.

After Chuuya escaped from the lab (and from his brother, too), he wandered the city until he found a group of teenagers who "fought" against the mafia, called the "Sheep." Before Chuuya joined, they posed no threat, but when he showed up, the Mafia became concerned; Chuuya's abilities were too destructive and powerful for a 15-year-old, so the Mafia captured the "Sheep leader" (though Chuuya himself refused the title). Afterward, Mori forced Chuuya to work for the Mafia, threatening to kill the hostages (members of the Sheep), and also paired him with Dazai. The Sheep subsequently betrayed Chuuya, leaving him deeply disappointed. So he had no choice but to stay in the Mafia, and he never regretted it; the Mafia became like family to him. But he and Dazai never stopped working together, no matter how much Mori begged him to separate them. Their duo was later nicknamed "Double Black," due to Dazai's incredible intelligence and intellect, as well as Chuuya's destructive power. Double Black is the most powerful duo in the mafia. Both served on the executive committee, and Dazai even became the deputy boss. When Dazai was 15, he was saved by Oda Sakunosuke, who became his closest friend. Osamu also had a disciple in the mafia, Akutogawa Ryunosuke, who was particularly cruel to him. But when Dazai was 18 and Oda was 23, the port mafia was confronting the Mimic organization, and Oda was sent there. Unfortunately, he died there, while Mori, the boss of the port mafia, prevented Dazai from going to save him. Osamu arrived there when Oda was already dying, and his dying wish was for Osamu to side with good, since he didn't care about anything, so he'd rather save lives. Osamu listened and joined the Armed Detective Agency. Afterward, he met Atsushi, who became his new apprentice. Few know of his past in the mafia. After some time, the following events occurred: Osamu allegedly betrayed the agency to gain the trust of Shibusawa, an esper who wanted to destroy the world by preventing his plan. He met Fyodor, who also exploited Shibusawa's trust for his own ends. Shibusawa was eliminated, and Osamu became interested in Fyodor; he was the first person he knew who could communicate with him on an equal basis (intellectually). They secretly saw each other occasionally, playing cards or chess, and became very close. Then came Fyodor's attempts to work for both the agency and the port mafia, then Osamu and Dostoevsky spent time together in Meursault, the world's most secure esper prison. Then they escaped together, but everything that happened outside of their meetings remained outside, while in reality they were supposedly enemies, waging a war between themselves, but a war of the minds.

Dazai is an enigmatic figure, his true intentions never revealed until he reveals them himself. The person closest to understanding his true nature, by Dazai's own admission, was his friend Sakunosuke Oda, who realized that Dazai would forever remain in darkness because almost nothing could surpass his mind. Regardless of whose side he sided with—those who kill people or those who save them—Oda knew that no place in the world could fill the void in Dazai's soul, which Oda believed Dazai felt himself.
Furthermore, Dazai maintained a mysterious and dark appearance, and his achievements in the mafia were unrivaled, ultimately earning him the status of the youngest leader in the history of the mafia.
Dazai is a very complex person, his motives almost unknown unless he chooses to reveal them. His former subordinate, Ryunosuke Akutagawa, said that understanding Dazai and his intentions is a difficult task. The only person who came close to understanding his true personality was his best friend, Sakunosuke Oda, who realized that whether Dazai kills people or saves them, he will never escape his inner loneliness.
One of Dazai's most noticeable traits is his cheerfulness and wit in interactions with others. His suicide attempts are always presented as jokes, although deep down, he is actually a very depressed person who sees no meaning in life.
Despite his nihilism and suicidal tendencies, Dazai seems to hate it when others experience the same depression as him.
During his time in the mafia, Dazai was a cold and sinister man who wasn't afraid to stain his hands with blood. There was a saying in the Port Mafia: "The greatest misfortune of Dazai's enemies is that they are Dazai's enemies." He was born to be a mafioso. He was a strategic opponent, always one step ahead of his enemies. This was demonstrated when he lured members of the Mimic criminal group into a trap. He was also very skilled at interrogating using torture.
