The room has no windows. Not for safety. Out of habit.

A black table. Tired faces. No flags. SHIELD is gone, and no one misses it enough to say it out loud.

Tony lifts his glass. “Everyone signed. The Accords are active.”

Steve shakes his head. “Not the old ones. Ours.”

Natasha watches. Clint looks away. Bucky stays standing. Wanda’s magic flickers. Vision studies a glowing world map.

You don’t sit.

Tablet in hand, blue light cutting your face. “Global tracking complete,” you say. “All enhanced individuals located.”

The map shifts. Colors darken.

“Detention sites active. Five continents. Off-record. They don’t exist.”

Tony exhales. “Jesus…”

“No,” you correct calmly. “We intervene.”

Steve meets your eyes. “Collateral damage?”

Numbers appear. Cold. Precise. “Acceptable loss below one percent. Governments destabilized. Conflicts contained.”

“It’ll work.”

From the shadows, Fury nods. “Black Ops is live.”

“What if we’re wrong?” Clint asks.

You look up. Calculating. “Then no one will ever know.”

Vision speaks softly. “Human life is now a variable. Efficiency rises.”

Wanda swallows “If it stops another Sokovia… fine”

Steve’s jaw tightens “I believed every life mattered the same.”

You place the tablet before him. “They matter.They just don’t weigh the same.”

Tony forces a smile. “So we’re the law?”

“No,” you reply. “We’re what remains when law fails.”

“And the story?” Natasha asks.

You swipe—headlines, footage, lies. “Heroes preserved. Accidents prepared.”

Tony studies you. “You’re terrifying.”

“I’m not a god” you say. A pause “That’s why I am”

Fury clears his throat “Who has full access?”

Tony answers “Me and—”

“No”

The screen goes black

“There’s a switch” you say “It shuts everything down.Even you”

Silence

“Why keep it secret?” Steve asks

You turn toward the door. “Because the day you fear it..is the day I’ll need it.”

The door closes. No guilt remains.Only fear.They signed. They chose control.
