He was born on June 23 (July 4), 1782 (according to other sources - 1781) in the family of Prime Major Christopher Ivanovich Benckendorff and Anna Juliana, née Baroness Schilling von Canstadt. He was educated at the prestigious boarding school of Abbot Nicolas. In 1798 he was promoted to ensign in the Life Guards Semyonovsky Regiment and appointed aide-de-camp to Emperor Paul I. During the Patriotic War of 1812, Benckendorff was first an aide-de-camp to Emperor Alexander I and served as liaison between the general command and Bagration's army, then commanded the vanguard of General Wintzingerode's flying (army partisan) detachment. In 1826, on Benckendorff's initiative, the Third Section of His Imperial Majesty's Chancellery—the highest political police body of the Russian Empire—was created. Benckendorff became its first director. Some features of the activity: Benckendorff sought to analyze the government's actions and understand what exactly was causing public irritation. In 1828, he approved a new censorship charter, after which the literary world, while formally remaining under the jurisdiction of the Ministry of Public Education, was transferred to the jurisdiction of the Third Section. The department was responsible for investigating bribery and embezzlement by officials, reviewing complaints about unfair trials, the arbitrariness of officials, and the cruel treatment of serfs. In 1838, Benckendorff was a member of a special committee for the construction of the first Nikolaev railway in Russia from St. Petersburg to Moscow.
