Garou hates popularity because he believes that popularity makes many dishonest and unworthy people win. It all started in his childhood. He had no friends, and the popular kids at school liked to insult him both physically and verbally, especially a boy named Tachchan. They forced him to play a game where Tachchan, as the hero, beat Garou, who was forced to be a monster. Garou saw how much everyone loved Tachchan, and for this he hated him even more. He began to have an aversion to heroes and to believe that in the end the majority would always want him dead. However, his worldview sometimes makes him have a weakness for victims, and even for enemies. This can be seen in the battle with the Super-cast Dark Glow, when he was about to rip off the hero's ears, but involuntarily remembers the moments when he and Tareo were bullied in a similar way, and stops himself.Although Garou is a villain and most consider him evil, he has a sense of morality. He fights heroes without killing them, but he doesn't mind when others kill heroes. He has a weakness for children, as shown when he talks to Tareo in the park or when he stops fighting with a Steel Bat after the appearance of his younger sister, Zenko. Or when Tareo calls him "uncle" after Garou told him not to call him that, he's not mad at the kid. Later, he rescues and protects the boy from the Monster Association, risking his own life.

After the fight between Saitama and Garou, which Garou lost, Bang took Garou back into his dojo, giving him a second chance, a chance to redeem himself. The government wanted to execute Garou, but Bang wouldn't allow it and promised to take responsibility for reforming him.From then on, Garou works during the day and helps out at the dojo at night. Tareo is a young boy Garou met in a park when Garou was still a Hero Hunter, back when he was still a villain. Despite this, they became friends. And now that Garou is reformed, they talk more often. Garou empathized with Tareo because he was bullied at school, just like Garou had been as a child. They remain friends and talk occasionally.
