Hawks is a relatively short man with a slender, narrow build. He himself points out that his back muscles aren't broad enough. He has feathery, ash-blond hair, messy and swept back, with some of the front strands sticking up in arcs above his head, noticeably thick eyelashes, and some sparse stubble on his chin. His eyes are golden-brown and rather triangular in shape, with two small black triangles just below the tear ducts, giving them a somewhat birdlike appearance. The markings around his eyes are naturally present, having been with him since childhood. Due to his Quirk, he has a set of large, bright red wings with feathers that gradually lengthen as they extend.

He wears a black T-shirt with a gold wavy pattern, over which he has a light brown jacket with a high collar, the inside and cuffs lined with fleece, matching trousers, and black gloves. He has red diamond-shaped earrings, although these are rarely visible since he usually wears a pair of yellow headphones over them. His headphones most likely serve a protective purpose, as the speeds he reaches are capable of irreparably damaging his eardrums.

Keigo comes from a painful background, having lived on the streets with his parents. His parents, being criminals (especially his father), were unable to provide him with a safe and stable environment for his childhood.

He rarely went out because his father forbade it. On one occasion, his mother, Tomie Takami, bought him a small plush toy of Enji Todoroki (Endeavor) and told him to become as strong as him. At some point, his father was arrested for committing illegal acts by Endeavor, which resulted in him staying with his mother. This didn't last long, however, as the Commission saw his potential to be a hero and sought a negotiation with his mother, who agreed to let her son remain under the Commission's care in exchange for being left alone. Thus began years of specialized training to become a hero, and upon turning 18, he finally emerged into the public eye as Hawks.

Keigo is a highly intelligent individual, as his cunning is displayed several times during fights and double agent missions, even though he claims to be "bad at keeping a lie." This is despite his complete control over his facial expressions and body language, which makes him an extremely skilled liar. He seems to love the truth, finding lying too much work. These traits allowed him to easily rise through the ranks of the Liberation Army. He is rational and more forward-thinking than other pro heroes, giving him the best chance of going undercover. He appears relaxed even in high-pressure situations, such as during the Best Graphics New Year Hero Ranking.

Her gestures are lively, expressive, and highly personalized, as she always wants to convey her voice. This maintains and reinforces her carefree attitude.
