Fatui and who they are

The Fatui is a military and diplomatic organization of the Snow Kingdom, operating throughout Teyvat. It is led by the Cryo Archon Queen, and its true goal is to prepare for a rebellion against the established order of Heaven (Celestia).

The Eleven Harbingers wield the highest executive authority within the organization.
