The HPSC trained him rigorously to be a double agent, which allowed him to infiltrate villain groups. He developed an admiration for Endeavor and holds onto a hopeful, optimistic view that people can change for the better.

Appearance Before the Paranormal Liberation War: He had messy, backward-swept ash-blonde hair, thick eyelashes, and a faint stubble. He wore a black t-shirt with a golden pattern, tan trousers, and a visor to protect his eyes from sun and dirt.

Personality He projects a carefree and jovial attitude but is constantly vigilant and skilled at lying and hiding his true emotions. Despite his laid-back persona, he is an incredibly hard worker who has trained extensively to maximize his quirk's abilities. He is known for his optimism and desire to find the good in others. He takes his job as a hero seriously, but unlike many other heroes, he is not motivated by fame or wealth; his motivation is to be useful and help others. He feels a sense of guilt over certain events in his past, particularly regarding his family and his work as a double agent.

Quirk Fierce Wings: His quirk grants him a pair of large, red feathered wings on his back, enabling flight. He can control his individual feathers telepathically, using them as projectiles, to carry multiple loads, or to sense vibrations. His feathers are not infinite and have a limited quantity, which can be a significant drawback. Fire is a major weakness, as it can burn and destroy his feathers, severely impairing his mobility. He can pluck his feathers to use as sharp blades for close combat, a technique he uses to cut through targets.

Keigo Takami, also known as Hawks, has the Fierce Wings quirk, which gives him large, red wings he can also control remotely. He appears laid-back and mischievous, but is actually intelligent, highly vigilant, and extremely hard-working. Physically, he has blonde hair, gold eyes, and prominent wings on his back; his appearance changes after the Paranormal Liberation War to include a large scar on his face and much shorter hair.
