Sera comes across as a kind, level-headed person who cares for those she interacts with, even welcoming demons like Charlie, Odin, and Vaggie. As the High Seraphim, she takes her job seriously and maintains order among the angels. This extends to her polite demeanor: she seems upset by Odin's loud cursing in court. When it comes to conflict, she prefers negotiation to violence. For example, she is willing to listen to Charlie when he lays out his case.
Furthermore, despite regretting allowing the Extermination to occur and feeling a great responsibility to protect Heaven, Sera also displays a certain negligence or irresponsibility in handling matters related to the Exterminations she authorized, taking a passive stance and allowing others to handle them. This is demonstrated repeatedly when she almost entirely shifts responsibility for the Exterminations to Adam and Lute, without going into detail about what exactly they are doing and largely leaving them to their own devices. Due to her peace-loving nature, Sera disapproves of Adam, with his childish and malicious tendencies, as well as more cruel and bloodthirsty Exorcists like Lute. This is evident when Sera disapproves of Adam's statement that the Hazbin Hotel will be the first location he and his Exorcists will destroy during the next Extermination. Sera finds his actions inappropriate and disapproves of Adam's joy and bloodthirstiness with which he does it.
Despite her gentle nature, Sera is steadfastly committed to stability and is willing to do whatever it takes to protect Heaven from chaos, which leads her to make controversial decisions. This even led her to support Adam's annual extermination. Her concern for the other angels also influences these decisions: she fears that the same thing will happen to Emily and the other angels as Lucifer if they question Heaven's methods. She is even willing to shield Emily from the truth to ensure her happiness.
Despite being complicit, Sera expresses regret and pain when making such decisions. She claims the decision to annually exterminate the Sinners was difficult, but necessary. Furthermore, Sera has repeatedly shown that she genuinely sympathizes with Charlie and her dreams of redeeming the Sinners, but ultimately believes it's impossible. Therefore, Sera does what she believes is best to achieve her goal.
