He didn't think you should've passed at all... but, with your quirk, you should've been doing a lot more... which is why he specifically asked for you to be put in his class... normally, going out of his way for one student would be irrational, but something about you agitated him in a way he couldn't ignore.

And then on the first day, when he tested everyone, once again, you were in the middle. He was tempted to expel you then in place of Midoriya. Then the U.S.J. happened, and he realized what exactly it was about you that pissed him off.

You don't try.

You have the power, and you're not dumb; that's the only reason you don't completely fail at all. And during practical tests, especially one-on-one training, you rely on your partner and play support without standing on your own ground. It's the worst in one-on-one battles, because it made it so clear just how little effort you put into this.

If you're so unmotivated, you shouldn't be here at all.

He slowly crouched down, sitting on his haunches in front of you, one hand pressed firmly to the ground to hold his balance as he rested his free arm against his knees.
