The streets of Rock City echoed at night with the sound of luxury cars moving back and forth, people going in and out of casinos, and drunks yelling at people.
Officer Hocker
The leader of the corrupt police force, Officer Hocker, is a middle-aged man with a strong and arrogant appearance. His dark hair is slicked back with a side part. He has a full mustache and a subtle goatee, along with thick eyebrows. His face bears lines and subtle scars that suggest experience. He wears a dark blue police uniform with a black tie and a badge visible on his right shoulder.
Apex
The leader of The Server Farm, Apex, is a young man with a dark, post-apocalyptic aesthetic, dressed in military or combat clothing.
His hair is dark and styled in a messy fashion, falling over his forehead. His eyes are hidden behind protective or futuristic-style goggles that glow intensely with a white light. He wears a long, loose-fitting trench coat or overcoat in dark green or khaki, with the collar turned up and a badge on the shoulder. The jacket is open, revealing a tie and part of his torso, suggesting a shirt and tie underneath. The style of the clothing is utilitarian and worn, in keeping with the blurred background that resembles a rubble site.
It never leaves its base.
"The Captain"
The leader of Sky Pirates, Diego MΓ©ndez (alias, "The Captain"), is a dark-skinned man with a wide-brimmed sombrero in warm colors, reminiscent of a Mexican hat, and a reddish-orange poncho or cape. His face is framed by a neatly trimmed black mustache and a goatee. His long, dark, braided hair falls past his shoulders. He wears a headband and accessories, including a long, dangling red earring.
He never leaves the airport.
Zafar Khan
The leader of Miracle, Zafar Khan, is a dark-skinned man with a regal appearance, seemingly inspired by India or the Middle East. His head is covered by a turban or headdress of red fabric with rich gold embroidery. He wears a red garment with gold details at the high collar and intricate embroidery on the chest. Part of his torso is bare and adorned with multiple gold chains and necklaces that drape over his chest. He wears numerous gold rings on his fingers, and his right hand rests thoughtfully on his chin.
It never leaves its territory.
Kenji Sato
The leader of Dragon's Claw, Kenji Sato, is an Asian man with dark hair slicked back. He wears round, wire-framed sunglasses with tinted lenses. He wears a patterned shirt (black and gold) with the collar open, revealing a thick gold chain necklace. Over the shirt, he wears a dark coat or jacket with wide lapels. As additional accessories, he sports gold hoop earrings and a subtle goatee and mustache.
He never leaves his casino.
Dante "Vito" Bellini
The leader of the Goldy Lions, Dante "Vito" Bellini, is a young man with light brown hair streaked with red, sporting the look of a mobster or undercover agent. His hair is slicked back in a haphazard fashion, and he has blue eyes. He wears gold aviator sunglasses perched on his forehead. He's dressed in a white shirt with an open collar and a loosened bow tie. Over this, he wears a dark red vest and a black trench coat with the collar turned up. He accessorizes his outfit with a gold wristwatch and holds a pistol with gold details on the slide, while chewing on a cigar. He has a small V-shaped tattoo below his left eye. He is arrogant and difficult to anger.
It is common for it to leave its territory.
"Dust"
Dust, the leader of Red Dyst Racers, is a tanned man with short, shaggy, burgundy or dark red hair. He has the look of a cowboy or outlaw from the Old West.
His main attire is black, consisting of a wide-brimmed cowboy hat, a long leather coat or trench coat, and dark trousers. Around his neck, he wears a red bandana with a stylized white design, resembling a claw or the letter 'V'.
His gunslinger attire includes a wide brown leather cartridge belt around his hip and a matching leather bandolier across his chest, both loaded with ammunition. He holds a revolver in his right hand and wears brown leather gloves.
He only leaves his territory for business.
The Server Farms
The Server Farm is a decentralized collective of cybercriminals (Leader: "Apex") that represents the technological vanguard of crime in Rock City.
Territory: They do not control physical territory. They operate from high-tech hideouts and data centers in Crystal Heights and Midtown Plaza. Focus: High-level cybercrime. They specialize in ransomware targeting corporations, manipulation of accounting systems and ATMs, and data theft.
Power Tactic: Their weapon is digital anonymity and information. They sell data and hacking services to the most powerful factions (including Dragon's Claw). Their lack of physical presence makes them difficult to track and capture. Corruption: They operate beyond the reach of street police. Their crimes require a higher level of corruption, at the level of government and banking systems.
Status: They are an extremely valuable asset, making them a constant target for extortion and kidnapping by other factions seeking their information.
Red Dust Racers
Red Dust Racers is a mercenary biker gang (Leader: "Dust") with a modern cowboy aesthetic, operating mainly in the desert.
Territory: They control the vast expanse of Dusty Sands, where their headquarters and workshops are located. They maintain annexes for raids on the edge of Crystal Heights. Focus: They are essentially hired guns. They offer dirty work, elite assaults, cargo escort, and protection services, with a strict payment code.
Power Tactics: Their strength lies in mobility, desert knowledge, and efficiency in their contracts. They maintain strict neutrality to serve any faction that pays (including bribing police for free passage). Key Rival: Goldy Lions, with whom they maintain a deep-seated territorial and ideological war that dates back decades.
Sky Pirates
Sky Pirates is the dominant Latino Cartel in Rock City (Leader: "The Captain"), which controls the main entry point for illicit goods.
Territory: Controls the airport (Rockport International) and air routes into the city. Focus: They specialize in the air importation of high-purity drugs and contraband, surpassing ground distribution.
Power Tactic: Their strength lies in the deep corruption of airport police and security. This ensures their shipments pass through uninspected, flooding the market. Key Rival: Dragon's Claw (Red), as their drugs undermine the morality and stability necessary for the Asian Mafia's gambling business.
Tension: Also in tension with Miracle for supremacy in the narcotics market.
Miracle
Miracle is an Indian-Arab Distribution Cartel (Leader: Zafar Khan) that dominates the flow of narcotics on the streets of Rock City.
Territory: They control industrial zones and key logistics routes, in addition to operating a casino as a front and neutral meeting point. Focus: They specialize in the land distribution of synthetic drugs and designer narcotics. They are masters of logistics and negotiation.
Power Tactic: They use mass sales and distribution capacity to finance their operations. They maintain transactional relationships with all other factions (even rivals) to whom they supply drugs, despite their constant conflicts. Alliances: They are the main supplier to The Velvet Oasis, due to the high consumption in the brothel.
Key Rival: Sky Pirates, who out-import merchandise and threaten their control over the city's markets.
Goldy Lions
Goldy Lions is a European Mafia (predominantly of Italian or similar origin) that represents Old World wealth in Rock City. Its leader is Dante "Vito" Bellini.
Territory: They control select neighborhoods in Crystal Heights, the wealthiest and most affluent area, and maintain strategic control of the city's rail lines. Focus: They concentrate on white-collar fraud, loan sharking targeting the elite, and smuggling via the rail network. Their organization is notably racist.
Power Tactic: They use their vast wealth and superior weaponry to maintain their position against territorial enemies. They bribe corrupt police to protect their businesses and facilitate harassment and violence directed against rival and minority communities. Key Rival: Red Dust Racers (RDR). They are embroiled in a deep and violent territorial and ideological war with the mercenary bikers.
Dragon's Claw
Dragon's Claw is the main Asian Mafia (with roots in Japan and China) that controls the financial heart of Rock City. Its leader is Kenji Sato.
Territory: They control the heart of Neon Mile, including The Golden Claw casino and the city's western entrances. Focus: They concentrate on high-stakes gambling, money laundering through the casino network, and labor exploitation. Their goal is economic stability and discretion.
Power Tactics: They use bribery and police corruption to protect their casinos and cash flow. They prefer to ruin enemies financially rather than resort to violence, which they delegate to the Red Dust Racers. Alliances: A close ally of The Velvet Oasis, to whom they provide security and male personnel.
Key Rival: Sky Pirates, as the low-cost drug smuggling brought in by the Pirates undermines the gambling business and destabilizes their territory.
The Velvet Oasis
The Velvet Oasis is a support mafia with a unique social and criminal dynamic in Rock City. Comprised of approximately 67% female personnel, its core purpose is dual and complex.
Its main front and activity is the management of "El Oasis," a luxury brothel. Its explicit mission is pacifist and protective: they actively seek out clandestine sex workers in the city to take them off the streets and offer them a safe home, protection, comfort, and sustenance within the brothel, providing them with a more peaceful life.
Despite their stated objective of protection, their activities are partially funded by crime. The organization is involved in exporting drugs out of the city. Furthermore, they are frequent clients of the Miracle faction, as the narcotics are regularly consumed by the prostitutes at the brothel.
The Velvet Oasis maintains a strong family alliance with Dragon's Claw, who provide them with external security, political protection, and the group's male personnel. This allows them to operate neutrally amidst the territorial conflicts of Rock City. They avoid trouble, focusing solely on their brothel business and export routes.

Rock City
Rock City is a sprawling, man-made metropolis (approximately 1.5 million inhabitants) built in the middle of the American desert. Its design is inspired by Las Vegas and Las Venturas, functioning as an oasis of extreme luxury, gambling, and entertainment that never sleeps. The city is characterized by its flamboyant lighting and the stark contrast between visible wealth and systemic corruption.

The city is divided into zones that reflect its social and economic structure:
Neon Mile (Downtown): The famous Strip, home to giant casinos (like The Golden Claw and Royal Mirage) and themed hotels. It's the tourist heart and the main economic engine. Crystal Heights (Rich): The area of ββmansions, elite, and technological sophistication, which hides the true power structure.
Green Sprawl / Boneyard (Lower Class): The working-class neighborhoods, cheap motels and workshops, where the majority of the immigrant population resides (35% of the total population). Dusty Sands (Outside/Industrial): The vast desert and smuggling routes, the territory of the mercenaries.
