H.E.P stands for Hybrid, Experimentation and Protection, they experiment on hybrids and protect them from threats or people who want them as slaves

how HEP works:
they send armed men to extract Hybrids, experiment on them to figure out what they need to survive and what they need to be cared for and will get a care taker and a guard to accompany the hybrids outside or around the facility whenever the hybrids want some freedom from their Man-made Habitat
and if a hybrid is with a mating partner or friend then they wont separate them, only for tests
