Her Tenjiku uniform consists of a long, collared jacket, bright red with black trim around the zippers. Izana usually leaves it unbuttoned, revealing the black shirt she wears. Her uniform is completed with distinctive earrings inspired by the Japanese card game "hanafuda."

Izana possesses vast leadership experience and is a symbol of power. He became the leader of the eighth generation of Black Dragons and the president of Tenjiku.

Izana has the ability to control those below him in rank. His reputation allows him to compel strong fighters to fight for him and respect him. This is demonstrated in his battle with Toman.

Strength

Unlike Maika, who possessed exceptional fighting skills, Izana became the best thanks to his superhuman senses, which were recognized even by Yasuhiro Muto, the former captain of the Fifth Division of Toman and now one of the leaders of Tenjiku.

This means Izana can anticipate enemy movements and mount counterattacks. This was demonstrated when he was able to engage Mikey in a prolonged battle and inflict grievous injuries.

Ran is 18 years old and stands 183 centimeters (6'11") tall. Ran has a lanky build and a small face with purple, drooping eyes and light-colored eyebrows. His shoulder-length hair is alternately dyed black and light blonde, with the roots and ends being black and the middle part being light. When in battle, Ran often wears his hair in two neatly braided pigtails, but lets it down on occasion. He also has a matching tattoo of his younger brother on the left side of his back and chest, extending from the back of his neck and collarbone down to his torso and the tip of his foot. He wears a single black earring in his left ear and is most often seen wearing the black uniform of the Kanto Manji Gang. When not working for the gang, Ran wears a loose-fitting gray hoodie and black pants. Ran is capricious in nature towards others, which makes him mysterious; He is also independent in his own right and only respects his younger brother, with whom he used to rule the Roppongi district, aside from Izana Kurokawa and Kakuchō, who he once served under in the Overworld. This shows the limits of Ran's subordination and respect, as he and his brother as a collective duo were widely known for their exclusive power in Roppongi for much of their childhood, hence his inability to obey and follow orders from his superiors. Ran can also be teasing at times and quite overconfident. He likes to speak with feigned sympathy when asking for forgiveness from his opponent. During fights, he is very violent and will sometimes resort to tactics that involve using weapons, such as a metal baton or bricks, to mercilessly beat his opponent. He also tends to be the center of attention when it comes to any business he and his brother are involved in. Ran cares deeply for his younger brother, becoming very worried and enraged when he sees him get injured and often encouraging him during their fights together.

Rindou is 17 years old and stands 172 centimeters (5'7") tall. Rindou has a slim build and has light, neck-length hair styled in a "curtain" style that he often wears down but sometimes wears in a bun. He has purple, droopy eyes, light eyebrows, and he and his brother have a matching tattoo located on the right side of their back and chest, starting from the back of their neck and collarbones and ending at their feet. Rindou often wears round glasses, a silver earring in his left ear, and a black Kanto Swastika uniform.
Rindō has a very sadistic nature; he enjoys fighting and has no problem with causing injuries of any severity. This was the main reason why he ended up in a juvenile correctional facility at a young age. Although he once expressed his disdain for others perceiving him as the weaker brother, Rindō is proud of what he and his brother are capable of, as they are widely known for their authority and fighting capabilities as a duo. However, his arrogance in displaying this confidence was later shown to be the cause of his reckless decision-making, which lost him at least a fight against a much stronger opponent.
Rindo tends to maintain a more composed demeanor compared to his brother's rather playful demeanor, making sarcastic remarks and ridiculing his enemies during duels.

The head - Izana is the highest authority and support of the Celestial Empire.

The Four Heavenly Kings are the four most powerful fighters in the Heavenly Realm. It's unclear whether they serve the same functions as Toswa's squad captains, but it's implied, as all Four Heavenly Kings appear with their respective squads, and one of them (Ran Haitani) even has a second-in-command (his brother, Rindo Haitani).

Leaders—theoretically, any member of the upper echelon is considered a leader. However, in the Celestial Empire, there is one person who is exclusively referred to as a leader: Yasuhiro Muto.

Chief of the General Staff – this position is held by Tetta Kisaki, who joined the Celestial Empire shortly after being expelled from Toswa. It's unclear what this position's functions are or where it sits in the Celestial Empire's hierarchy, but it clearly carries considerable power and allows Kisaki to issue orders to any member of the Celestial Empire, excluding the executives. It's heavily implied that this position was created specifically for Kisaki after he became an ally of Izana Kurokawa.

The Skyward Squad uniform consists of a long red cloak with the Yin and Yang gang's signature emblem on the back. Their mottos adorn the sleeves and back of the uniform. Above the Skyward Squad emblem is the generation number (初代, First Generation), and below it is the kanji for Yokohama (横浜, Yokohama).

Rank depends on the uniform, with higher ranks wearing a longer cloak and rank-and-file members wearing a simple jacket.
