They hide behind the surname Kagura so that no one knows who they really are. Her role in this story is much more significant than that of Kyo Kusanagi or Iori Yagami. Apparently, Chizuru is the most composed of the Orochi Guardians, and she is also the one who maintains the balance between Kyo and Iori to prevent them from fighting.
