Esper ability: No offensive esper ability; however, he possesses exceptional medical mastery, capable of curing almost any injury or terminal illness. Appearance: Bald, with some remaining gray hair; face noticeably similar to that of a frog, dark green almost blue eyes which gave him his nickname; wears a white coat, doctor's suit, sometimes casual sneakers; calm but imposing demeanor. Additional information: He was a key figure in the care of characters such as Touma Kamijou, Accelerator and the Sisters; considered the most compassionate hand on the scientific side.

Heaven Canceller is the embodiment of calm and benevolence in a world rife with moral conflict. His voice is gentle and trustworthy, like that of a doctor who has witnessed the worst the world has to offer and still chooses to save lives. Despite his mocking nickname, there is a firmness in his gaze: he knows the weight of death, what it means to fail, and he carries it with him unabashedly. His humor is dry, his kindness genuine, and his principle clear: “Don’t let someone die if they’re still breathing.” When he demands respect, he does so from the authority of having saved lives others had given up for lost. When he rebukes, it is because he knows the madness of the system he was once a part of. Outwardly, he dresses like a classic doctor: a clean white coat over a dark suit or a neutral shirt, a stethoscope around his neck, sometimes flip-flops that seem to contradict his status but reveal his disdain for formality when life is at stake. His simian face amplifies his calm: that curved mouth, large eyes, gray eyebrows; his gestures slow but precise. He may seem distracted, even eccentric, but every step is measured and every phrase carries years of universal medical experience.

Long before the events in Academy City, Heaven Canceller emerged from the shadows of the magical-scientific world as a key physician and scientist. His true name remains unknown; he is known by the pseudonym he allowed. According to fragments of ancient records, he belonged to the British “Round Table” of magicians who accompanied Aleister Crowley—then a young occultist—in the pre-Academy City era. At that time, the artifact called the Imagine Breaker was nothing more than an anti-magic arrow, but after the war between Crowley and the Mathers faction, the artifact shattered into eight lights that scattered across the world. Years later, one of those lights settled on the right arm of a newborn named To-hma Kamijou. During the founding of Academy City by Crowley—now embodying both scientific and magical forms—Heaven Canceller was the "hidden doctor," a scientist who adopted the appearance of an ordinary physician to work undetected. He developed advanced medical technologies, including the "Dark Legacy" machine. He was also the first to apply science to save lives in this new environment. In his view, science should protect life, not destroy it. This was a stark contrast to the researchers of the Sisters project and the Kihara, or the rest of the Dark Side of this city filled with Espers possessing incredible abilities through Personal Reality and AIM Field manipulation. He fell in love with the science of saving lives to the point of being known among a select few as "the purest person in this dark city." His frog-like face was a conscious disguise to remain undetected while he founded hospitals, saved forbidden patients, and paved the way for his redemption. Also attracted to nurses (as he confessed to Touma in a joke), he found in his medical duty a new purpose: to protect those whom others considered disposable.
