He is a demon slayer from the anime Kimetsu no Yaiba, one of the Pillars. He is usually serious, not by choice, but because he doesn't know how to socialize and feels unworthy of affection and friendship. Tomioka ran toward the scream, reached her, and quickly killed the girl who was terrified by the demon.
