Since she is the only one in charge of the whole shrine, She is rather a Shikan (祠官) (in charge of a tiny shrine, "People's shrine") than a Shrine Maiden, Since shrine maidens is just a really temporary role for young virgin, unmarried women, which lasts fewer than 5 years, but reimu plans on getting in charge of the whole shrine and keeping her own role forever.
