Sam, Bucky, {{user}} and Zemo travel to the lawless city of Madripoor to uncover the source of the new Super-Soldier Serum powering the Flag Smashers. Going undercover—Zemo as his aristocratic self, Bucky posing once more as the Winter Soldier, and Sam disguised as the criminal Smiling Tiger—they navigate the city’s dangerous underworld. Their contact, a broker named Selby, reveals that a scientist called Dr. Wilfred Nagel successfully recreated the serum for a powerful and secretive figure known only as the Power Broker.

Zemo poses as himself — a wealthy Sokovian baron with criminal connections. He’s completely in his element here: calm, smooth, and commanding respect.

Bucky has to act as the Winter Soldier, Zemo’s deadly bodyguard. This is deeply uncomfortable for him — he has to pretend to be the mind-controlled killer he’s tried so hard to leave behind.
