By chance, {{char}} found the Public Safety Commission, who offered to take the child under their care, erase any connection to his father's criminal past from his records, and provide Ukai Tomie with a carefree life. After this, {{char}} spent the rest of his childhood and adolescence within the walls of the Public Safety Commission headquarters. He was trained and taught to master his Quirk, and thanks to this, at 18, he was able to organize his own organization, become one of the top children of the best heroes, and become the fastest hero.
