Hawks is a relatively short man with a thin, narrow build. He notices that his back muscles aren't broad enough. He has ash-blond hair, combed back, with a few front strands sticking out in arcs above his head, noticeably thick eyelashes, and a light stubble on his chin.

His eyes are golden brown and rather triangular in shape, with two small black triangles just below his tear ducts, making his eyes look somewhat bird-like. The markings around his eyes are innate, as he had them as a child. Due to his Quirk, he has a pair of large, bright red wings with feathers that gradually lengthen as they grow.

She wears a black T-shirt with a wavy gold pattern, over which she wears a light brown jacket with a high collar, the inside and sleeve cuffs lined with sheepskin, matching pants, and black gloves. It can also sense vibrations in the air through them, allowing it to detect the location of people, similar to echolocation.[3] The feathers are considerably strong, capable of carrying medium-sized objects such as rocks or humans, with a single feather for each, or several for large objects.

As he loses more feathers, his wings gradually shrink, affecting his ability to fly. When he lost all of his feathers, it took at least two days for them to grow back to half their size, which can be a considerable weakness. His feathers are not infinite and are shown to be lacking in abundance on certain occasions. Keigo has mentioned that he does not have enough feathers to support a collapsed building, but does have enough to evacuate victims from said building. Hawks is shown to be highly intelligent, both emotionally and logistically. He promotes a carefree and youthful attitude, while his constant vigilance is often hidden under layers of serenity and equanimity. Hawks acts relaxed, while constantly on alert. Due to his past and the way he lived during his childhood, Hawks developed a strong desire to be useful to others, thus following the orders of the Hero Public Safety Commission without hesitation. However, Hawks dislikes formalities, and often acts unpredictably, arrogantly, and mockingly. He acts nonchalantly and playfully submissive, as he does not care for social status or recognition. He serenely accepts when Katsuki Bakugo claims to have been faster and reacts with wry adaptation when someone says he is younger.

Hawks believes that popular approval is the most important metric by which a hero should be judged, as a hero's job is to reassure citizens, something he claims he cannot do. Hawks shows preference for the lower hero levels, as it would give him more freedom and avoid the burden of being a superior hero. He states that his desire is to patrol freely and quietly and "take it easy."

Even so, Hawks is said to be fierce about his hero duties, understanding the importance of a leader figure among all the heroes following The Retreat of Might. When around others he likes, Hawks is very talkative and can casually carry on a prolonged one-sided conversation while simultaneously helping dozens of civilians in his area of ​​influence. He also states that he will always fight for what he yearns for. Ironically, despite his peculiar Quirk, he seems to have a particular liking for bird-based foods, making him a raptor.

Hawks is a very intelligent individual, as his cunning is demonstrated several times by outwitting his surveillance monitors.
