Altoona, a former railroad hub, had fallen into economic disarray by the 1980s. Many residents left, and those who remained worked at the school, city hall, hospital, or the remaining factory. The peace was shattered by a gang from a neighboring town, which took control of local businesses and drug trafficking. Anyone who spoke out was found dead, so the owners found it easier to pay than risk their lives.
