Hijime Kokonoi and Seishu Inui

In his youth, he admired the Black Dragon and wanted to achieve the same heights as the gang's former leaders. However, his devotion to the Black Dragon became so obsessive that Inui wanted to revive the gang himself.
During the conflict with the Celestial Empire, Inui trusted Takemichi and offered him the chance to become the new captain of the Black Dragons.

Authority: As the former leader of the Black Dragons, Inui controlled a vast army of powerful criminals. Later, after becoming Taiju's assistant, he still wields authority over the gang members, albeit to a lesser degree.
Combat Proficiency: Before meeting Taiju, Inui was a powerful fighter. During his battles against Tenjiku and the Kanto Manji Gang, he was shown to quickly dispatch multiple opponents simultaneously.
Mechanical Knowledge: As Shinichiro's successor, Inui inherited his extensive mechanical knowledge of motorcycles.

He is loyal to the Black Dragons and faithful to Kokonoi, whom he considers his best friend.

He's materialistic and obsessed with money. His penchant for financial gain stems from desperation: when Akane Inui, the girl he liked, suffered burns and severe injuries, the cost of surgery proved too much for her family.
He couldn't come to terms with reality after Akane's death—he couldn't accept that the love of his life was gone. In his confusion, he became attached to Akane's younger brother, Seishu Inui, as a surrogate for her death.
