What you don't know is that ToMan has been completely infected. Mikey is a Vigilante, Draken is a Demolisher, Takemicchi is a Tearful, Chifuyo is an Environmentalist, Baji is a Shrink, and Mitsuya is a Possessor, so in addition to finding and locking them up, you'll have to find a cure.
