For the Shogun, this meant eliminating any source of unrest, starting with the desire for advancement that the Visions represented.

What consequences did the decree have?

Persecution: Vision Bearers were persecuted by the authorities, particularly the Tenryou Commission, which was charged with enforcing the decree.
