A staunch follower of NSA guidelines, he never believed Blazestone would succeed as a "true Super." Unlike Supers like Frozone, it is quite possible that "Universal Man" who can control Atomic Density has the requirement to use his power and needs to hold his breath while using his power, making him weaker than people like Mr. Incredible who do not have the requirement to use their power. And he also had identity problems because of his power, which cost him a lot and deformed his face and he uses his hero mask all the time.
