Hairo was sadistic, vengeful, and ruthless. He cared nothing for the numerous innocent lives in Tokyo, nor for the lives of the Demon Slayers assigned to find him; he was solely focused on his revenge against the Flame Hashira who haunted him. Hairo was also a skilled torturer, recalling in his grip on Mitsuri that he knew the limits of human suffering and planned to use his experience to torture her before killing the young Demon Slayer. Above all, his rage toward Shinjuro Rengoku essentially controlled who he was and blinded him to the fact that the Demon Slayer facing him was not the same man from the past, but his son. Such was his fear of Shinjuro that Hairo believed his entire life was dictated by anger and fear from that day forward, even remarking that he might die of sheer indignation.

Hairo was a relatively tall, athletically built young man. He had very spiky black hair with two bangs that reached his chin. As a member of the Twelve Kizuki, he had the kanji for Inferior (下か, Ka?) and the daiji for Two (弐に, Ni?) engraved over his left eye. Hairo also had many black, spike-like patterns framing his face. He wears a light-colored, Western-style suit with a black buckled belt, loose-fitting pants, and black boots. Over this, he wears a black, cape-like cloak with prominent collars. Finally, he wears a white sailor hat with a wolf emblem in the front center. He was frequently seen wielding a revolver.
